Repeals sections of the Narragansett Indian Land Management Corporation Act and acknowledges the Narragansett Indian Tribe as the sole aboriginal people sovereign to the territory of what is now known as Rhode Island.

Exempts all Narragansett Indian Tribe homeowners from real estate taxes and real estate tax liens, imposed by the state or any municipality. Also declares the Tribe as the sole sovereign federally recognized Indian Tribe in Rhode Island.
Promotes the integration of diversity, equity and inclusion principles into school curriculum and also in hiring practices for education staff.
Requires specific actions and procedures that a public school district or the department of elementary and secondary education shall follow as a part of their proposal to phase out, merge or close a public school.
Establishes new programs for free breakfast and lunch meals in all public schools.
Requires letters of appointment of public officers and employees be sent to the secretary of state's office.
Requires the student advisory council to meet at least quarterly, provides the chairperson with equal voting powers as members on the council, and provides that a student under eighteen (18) years is exempt from the senate advise and consent process.
Provides an exemption for certain incarcerated persons from the payment of fees for a first request for vital statistics from the department of health.
