Makes the possession of small amounts of schedule I through V controlled substances, except for the possession of marijuana, civil violations punishable by a ($100) fine for a first offense and up to ($300) for subsequent offenses.

Brings greater public scrutiny to the public auction sales of real estate in Rhode Island by requiring public auctions by any city or town of real estate or an interest therein shall only be done in person, not by electronic or remote procedures.
Requires public bodies to offer translation services for all open meetings of said bodies.
Requires coverage for acute mental health crisis mobile response and stabilization services to any individual enrolled as a plan beneficiary.
