Reduces the corporate minimum tax to three hundred fifty dollars ($350).
Repeals the corporation minimum tax.
Reduces the minimum interest rate on delinquent payments from eighteen percent (18%) per annum to twelve percent (12%) per annum.

Defines step therapy and prohibits certain groups and agreements from requiring prior authorization or a step therapy protocol when prescribing certain medications.
Provides that services provided by graduate student interns who work under a supervisory protocol would be eligible to be paid from Medicaid reimbursement.
Prohibits driver privilege cards and state identification cards from containing any bar codes on the card that can be scanned and used for voting purposes.
Establishes guidelines for the continued implementation and expansion of high quality public prekindergarten education programs in the state.
Provides that in local educational agencies when over 45% of the children have a family income that is at or below 185% of federal poverty guidelines then the student success factor will be 50% by the core instruction per-pupil amount.
