Allows anyone receiving a state pension to serve on fire district boards and the Pascoag utility board. Authorizes for volunteer firefighters municipal approved real/personal property tax exemptions and income tax credits for training/ equipment costs.
Establishes a nine (9) member commission on pardons to provide recommendations to the governor as to who should receive executive pardons per the state constitution.
Provides that a court shall decide cases without deference to administrative agency interpretation of rules.
Prohibits civil asset forfeiture regarding violations of the controlled substances laws until a criminal conviction is obtained.
Changes the requirements of quarterly meetings of the board to monthly meetings. The chairperson of the board would be the commissioner or acting commissioner of the office of energy resources.
Amends the current law to allow for the sale of alcoholic beverages by the bottle to be consumed on the premises of a licensee.
Increases the membership of the energy facility siting board from 3 to 5 members and would revise the process of energy facility siting to mandate inclusion/participation of the host community of the facility as well as of the public and cities and towns.
Repeals a 2021 law that mandated minimum staffing levels and standards for quality care for nursing homes and their residents with violations subject to monetary penalties.
Amends the current law so that it would no longer mandate, but rather simply allows local boards to annually conduct a voter registration drive at each high school within the city or town.
