This resolution would authorize the appropriation of the sum of $100,000 to each public school in Rhode Island for school safety and security improvements.

Provides for a parents' bill of rights related to the health, education and welfare of their minor children.
Requires an official declaration of war or an action to call forth the state militia by the United States Congress before members of the National Guard may be released from state control to participate in active duty combat.
