Permits every municipality in the state to offer a homestead tax exemption of up to 20% of assessed value on residential properties, and also provides that municipalities that grant greater exemptions not be limited by this section.

Allows a licensed health care provider, who is assaulted in the workplace, to use the address of the department of health as the person's substitute address for all purposes, including on the police report.
Requires the director of BHDDH to establish and maintain a registry of employees found to be in violation of and disciplined for any felony offense, misdemeanor crime of dishonesty or offense involving the use of illegal substances.
