AN ACT RELATING TO BUSINESSES AND PROFESSIONS -- INTERSTATE MEDICAL LICENSURE COMPACT

Maddy summaryThis bill removes the automatic expiration date set for the Interstate Medical Licensure Compact, which was scheduled to end on July 1, 2025. By repealing this sunset provision, the legislation ensures that the existing rules allowing doctors to practice in multiple states without obtaining new licenses will remain in effect indefinitely. The change directly impacts medical professionals who rely on the compact to work across state lines and the healthcare facilities that employ them. No new requirements or operational changes are introduced; the bill simply extends the current legal framework by eliminating its built-in termination clause.

AN ACT RELATING TO STATE AFFAIRS AND GOVERNMENT -- RHODE ISLAND HOUSING RESOURCES ACT OF 1998

Maddy summaryThis bill amends the Rhode Island Housing Resources Act to officially include mobile and manufactured homes as a form of affordable housing under specific conditions. To qualify, these homes must serve as a primary residence, be located on land owned by the resident or a community they own, have been built after June 15, 1976, and meet federal safety standards. The legislation also updates the state's definition of affordable housing to ensure it covers various types of year-round living arrangements, including those accepting rental vouchers. By making this change, the law expands the scope of housing inventory that local communities can count toward their affordable housing goals.

AN ACT RELATING TO TOWNS AND CITIES -- ZONING ORDINANCES

Maddy summaryThis bill amends Rhode Island's inclusionary zoning law to require that developments with ten or more units include at least 15% affordable housing for a minimum of 30 years. It allows municipalities to offer density bonuses, such as adding two market-rate units for every affordable unit, or to accept alternative contributions like off-site construction, land donations, or fee-in-lieu payments instead of on-site affordable units. However, projects using these alternative methods are not eligible for the density bonus, and any fees collected must be deposited into restricted accounts to fund new affordable housing within the municipality. The legislation also establishes annual reporting requirements for municipalities and the state to track fee collections and the creation of affordable housing units.
