Requires specific actions and procedures that a public school district or the department of elementary and secondary education shall follow as a part of their proposal to phase out, merge or close a public school.
Repeals the provisions of § 34-7-4 regarding rights of footway being acquired by adverse possession.
Allows college athletes and prospects to enter into contracts receive compensation for use of their name, image and likeness rights and would prohibit colleges and athletic associations from interfering with such compensation rights.
Prohibits subscription or access fee charges for public access to recorded real estate instruments/limits recording and copying fees to amounts provided by statute with regards to cities/towns/third-party providers.
Creates an Olmstead Plan for people vulnerable to unnecessary institutionalization to update a continuum of care to receive services and supports in the least restrictive environment.
Denies the right of footway, except within one hundred (100) yards of the Pawtuxet River in the cities of Warwick and Cranston and except in connection with a right to pass with carriages to be acquired by prescription or adverse use.

Requires renovation projects of pre-1978 buildings to comply with provisions of chapter 24.6 of title 23 and chapter 21 of title 28, and require presence of lead inspector and supervisor and require lead training. DLT would ensure compliance.
