AN ACT TO VACATE THE FORFEITURE OR REVOCATION OF THE CHARTER OF THE RHODE ISLAND PSYCHOLOGICAL ASSOCIATION

Maddy summaryThis bill allows the Rhode Island Psychological Association to restore its corporate charter after it was forfeited due to missing annual reports. To regain its legal status, the organization must file all overdue reports from 1991 through 2024 and pay both the required filing fees and a penalty amount determined by the Attorney General by December 31, 2024. Once these conditions are met, the association will be treated as if the forfeiture never occurred and will resume all its normal privileges and powers. The law takes effect immediately upon passage.

AN ACT RELATING TO EDUCATION -- SHEILA C. "SKIP" NOWELL ACADEMY

Maddy summaryThis bill restructures the Sheila C. "Skip" Nowell Academy by converting it from an independent charter school into a public school and local educational agency. The new structure allows the academy to operate under a cooperative agreement where the state and students' home school districts share the costs of education. It establishes a Board of Trustees appointed by the state Council on Elementary and Secondary Education to govern the school, which will focus on supporting at-risk students, including pregnant and parenting teens, and recent immigrants. The legislation ensures that all students attending the academy retain the same legal rights as those in other public schools while providing a rigorous, project-based curriculum.

AN ACT RELATING TO HEALTH AND SAFETY -- OFFICE OF STATE MEDICAL EXAMINERS

Maddy summaryHB 7517 updates the procedures for handling unclaimed human remains in Rhode Island by establishing specific timelines for families to claim bodies after a death. The bill requires the Office of State Medical Examiners to release a deceased person's body to relatives or domestic partners within fourteen days of notice, with the state covering transport costs if an autopsy was performed. If the body is not claimed or removed from the morgue within thirty days, or if no family members are known, the remains are classified as unclaimed and buried according to existing state laws. Additionally, the legislation formally defines "domestic partner" for these purposes, requiring a relationship of at least one year and evidence of financial interdependence. The law also specifies that the state treasurer has priority in recovering burial expenses from the deceased person's estate.
