Considers state government caseworkers or investigators "public officials" for purposes of the prohibition on making threats to public officials.

Creates an additional Rhode Island personal income surtax of 3% on taxable income over $1,000,000, with the existing three-bracket personal income tax structure remaining in place.
Requires that Medicaid enrollment be maintained or provided to all inmates in the first 30 days of incarceration at the adult correctional institutions within the department of corrections and the last 30 days of incarceration.

This act would further delineate the definitions of felony, misdemeanor and petty misdemeanor.
Repeals the language that eff. 2025 fiscal year all cities/towns/fire districts would receive a reimbursement equal to the tangible property levy for the 12/31/22 assessment date less the tangible personal property levy for 12/31/25 assessment date.
