Authorizes an annual two and one-half percent (2.5%) escalation for all active and retired police and firefighter's retirement pension allowance, compounded each year on January 1 following the year of retirement and continuing yearly, on that date.

Amends the current law to allow for the sale of alcoholic beverages by the bottle to be consumed on the premises of a licensee.
Allows correctional industries to conduct business for goods or services with any 501(c)(3) and would require customers of correctional industries to pay fifty present (50%) of an order upon the placement of the order.

Prohibits manufacturers of alcoholic beverages from holding or having any interest in a wholesaler license.
Classifies animals as sentient beings, not property, capable of experiencing pain, stress, and fear.
