Having Employees Return to Duty Act of 2021 or the HERD Act of 2021 This bill addresses federal employees who comply with Executive Order 14043 (requiring COVID-19 vaccination for federal employees). Specifically, the bill requires each federal agency, with respect to each agency employee who has complied with such order, to require the employee to work from that employee's duty station and to work the hours required as of February 15, 2020. If such an employee was not employed by the applicable agency as of that date, that requirement shall apply to the employee with respect to duty station and hours of the individual who occupied that position as of that date. An agency may implement different policies than, or supplemental policies to, those requirements, including by requiring social distancing at a particular work site, if the agency finds that (1) there is substantial transmission of COVID-19 within a community in which such requirements would otherwise be carried out, as determined by the Centers for Disease Control and Prevention; and (2) implementing those different or supplemental policies will not degrade the level of service that the agency provides to the public.

Preventive Care Awareness Act of 2021 This bill requires the Department of Health and Human Services (HHS) to promote the use of preventive health care services. In particular, HHS must focus on decreasing disparities in accessing preventive services for individuals in rural and underserved communities who delayed or forewent recommended preventive services during the COVID-19 pandemic. Specifically, HHS must carry out a campaign to increase public awareness about and use of recommended preventive services. HHS must also convene a task force to develop recommendations regarding preventive services during and after the COVID-19 pandemic and future pandemics. The recommendations must address, among other considerations, reducing disparities in health outcomes and identifying barriers to implementing the recommendations. Additionally, the Centers for Disease Control and Prevention must provide grants to states, tribes and providers of tribal health services, territories, and localities for increasing patient uptake of recommended preventive services.

Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the balances, transactions, or the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on the date of enactment.

Indian Buffalo Management Act This bill establishes a permanent program within the Department of the Interior to develop and promote tribal ownership and management of buffalo and buffalo habitat on Indian lands. Specifically, the bill requires Interior to (1) enter into contracts, award grants, and provide technical assistance to Indian tribes and tribal organizations for activities related to buffalo restoration or management; (2) consult with tribes and tribal organizations on initiatives that affect buffalo or buffalo habitat, including efforts to contain or eradicate diseased buffalo; and (3) develop a policy relating to buffalo and buffalo habitat management activities on Indian land. Additionally, Interior may enter into agreements with tribes or tribal organizations to transport surplus buffalo from federal land onto Indian land.

Improving Seniors' Timely Access to Care Act of 2021 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

This resolution supports the designation of October 3-October 9, 2021, as National 4-H Week. It also (1) recognizes the important role of 4-H in youth development and education, and (2) encourages all citizens to recognize 4-H for the significant impact the organization and members have made and continue to make by empowering young people with the skills needed to lead for a lifetime.

This bill requires the Department of Veterans Affairs (VA) to designate one week each year as Buddy Check Week for the purposes of organizing outreach events and educating veterans on how to conduct peer wellness checks. The VA shall ensure that the Veterans Crisis Line has a plan for handling the potential increase in calls that may occur during such week.

Better Enforcement of Grievous Offenses by unNaturalized Emigrants or the BE GONE Act This bill expands, for immigration purposes, the definition of aggravated felony to include sexual assault and aggravated sexual violence. (Under current law, a conviction for an aggravated felony is grounds for deportation and may bar an individual from other immigration-related benefits.)

Recreational Lands Self Defense Act This bill requires the U.S. Army Corps of Engineers to allow an individual to possess a firearm in any area open to the public (other than a federal facility) at a Corps water resources development project as long as the individual's possession of the firearm is in compliance with the law of the state in which the project is located.

Defense Domestic Producers Act of 2021 This bill adds certain items (e.g., armor on tactical ground vehicles) to the list of high priority goods and services that require review and analysis by the Department of Defense (DOD) in order to develop appropriate actions related to procurement and sourcing. DOD must also consider producers in the United States when reviewing the specified items to determine and develop appropriate actions related to restricting procurement.
