An Act amending the act of March 10, 1949 (P.L.30, No.14), known as the Public School Code of 1949, in preliminary provisions, further providing for Keystone Exams; in organization meetings and officers of boards of school directors, providing for executive sessions; in duties and powers of boards of school directors, providing for third-party services; in grounds and buildings, further providing for limitation on new applications for Department of Education approval of public school building projects and providing for lead testing; in books, furniture and supplies, further providing for time and manner of adopting and furnishing textbooks and supplementary books; in professional employees, further providing for persons to be suspended; in certification of teachers, further providing for provisional vocational education certificate; in pupils and attendance, further providing for definitions, providing for attendance policy at nonpublic schools and further providing for excuses from attending school, for penalties for violating compulsory school attendance requirements and for nonprofit school food program; in Drug and Alcohol Recovery High School Pilot Program, further providing for term of program and for reporting; in terms and courses of study, further providing for fire and emergency evacuation drills; in community colleges, further providing for financial program and reimbursement of payments; in educational tax credits, further providing for definitions, for qualification and application by organizations, for application by business firms, for tax credits and for limitations; providing for higher education accountability and transparency; in funding for public libraries, providing for State aid for fiscal year 2018-2019; and, in reimbursements by Commonwealth and between school districts, further providing for payments to intermediate units, for assistance to school districts declared to be in financial recovery status or identified for financial watch status and for Ready-to-Learn Block Grant.

An Act amending Title 65 (Public Officers) of the Pennsylvania Consolidated Statutes, in lobbying disclosure, further providing for definitions, for registration, for reporting, for prohibited activities, for administration, for penalties and for registration fees, fund established, system and regulations.

An Act amending the act of December 31, 1965 (P.L.1257, No.511), known as The Local Tax Enabling Act, in local taxes, further providing for collection; in consolidated collection of local income taxes, further providing for tax collection committees , for declaration and payment of income taxes and for powers and duties of tax officer; in collection of delinquent taxes, further providing for costs of collection; and making a related editorial change.

An Act amending Title 66 (Public Utilities) of the Pennsylvania Consolidated Statutes, in general provisions, further providing for definitions; in contract carrier by motor vehicle and broker, further providing for declaration of policy and definitions; and, in violations and penalties, further providing for unauthorized operation by carriers and brokers.

An Act amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, in general provisions, further providing for definitions; in registration of vehicles, further providing for vehicles exempt from registration; and providing for operation of golf carts.

An Act amending Title 9 (Burial Grounds) of the Pennsylvania Consolidated Statutes, in general provisions relating to burial grounds, further providing for definitions; and providing for transfer of ownership of cemeteries and for reasonable access to burial grounds.

An Act amending Title 20 (Decedents, Estates and Fiduciaries) of the Pennsylvania Consolidated Statutes, in incapacitated persons, providing for communication, visitation and interaction with other persons and for notice to immediate family of certain events.

An Act amending the act of August 26, 1971 (P.L.351, No.91), known as the State Lottery Law, in pharmaceutical assistance for the elderly, further providing for determination of eligibility.

An Act designating the Eastern hellbender (Cryptobranchus alleganiensis alleganiensis) as the official amphibian of the Commonwealth of Pennsylvania.

An Act authorizing the release of Project 70 restrictions on certain land owned by the Borough of West Newton, Westmoreland County, in return for the development of park and open space lands within the Borough of West Newton, Westmoreland County; and authorizing the release of Project 70 restrictions on certain lands owned by Upper Uwchlan Township, Chester County, in exchange for the provision of money for the purchase and installation of recreational equipment and the implementation of a multiuse trail.
