An Act amending Title 12 (Commerce and Trade) of the Pennsylvania Consolidated Statutes, in small business first, further providing for capital development loans.

An Act amending Title 66 (Public Utilities) of the Pennsylvania Consolidated Statutes, in rates and distribution systems, providing for return on equity; in service and facilities, further providing for billing procedures; and, in restructuring of electric utility industry, further providing for revenue-neutral reconciliation.

An Act amending the act of June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania Election Code, in returns of primaries and elections, further providing for appeals to court from decisions of the county board and for Secretary of the Commonwealth to tabulate, compute and canvass returns; and, in recounts and contests, further providing for entry and effect of decision and providing for appeal.

An Act authorizing the Department of General Services, with the approval of the Governor, to grant and convey to the Borough of Danville certain lands situate in Danville Borough, Montour County.

An Act authorizing the Pennsylvania Historical and Museum Commission, with the approval of the Governor, to grant and convey to Friends of Peace Church, a Pennsylvania nonprofit corporation, certain lands and improvements known as Peace Church situate in Hampden Township, Cumberland County.

An Act amending the act of March 10, 1949 (P.L.30, No.14), known as the Public School Code of 1949, in educational tax credits, further providing for limitations and providing for termination of authority; providing for education options tax credits; establishing the Accountability for Diverted Tax Dollars Restricted Account; providing for scholarship granting organizations, for application by eligible contributors, for scholarships, for educational improvement programs, for low-achieving schools, for school participation in program and for original jurisdiction; and imposing duties on the Department of Community and Economic Development, the Department of Education, the Department of Revenue, the Auditor General, the Independent Fiscal Office and the State Treasurer.

An Act amending Titles 23 (Domestic Relations) and 42 (Judiciary and Judicial Procedure) of the Pennsylvania Consolidated Statutes, in proceedings prior to petition to adopt, further providing for grounds for involuntary termination; and, in juvenile matters, further providing for disposition of dependent child.
