An Act amending Title 40 (Insurance) of the Pennsylvania Consolidated Statutes, in regulation of insurers and related persons generally, providing for payment choice; and imposing penalties.

Maddy summaryThis bill requires health insurance companies in Pennsylvania to allow participating healthcare providers to choose how they receive payments, rather than forcing them to accept only credit card transactions. Insurers must inform providers about all available payment options, disclose any associated fees, and provide clear instructions on how to select a method. The law also prohibits charging fees for transmitting payments unless the provider agrees to them, while allowing billing agents to charge for specific management services. These rules apply to licensed hospitals, doctors, and other regulated medical professionals who have contracts with health insurers.

An Act amending the the act of October 24, 2012 (P.L.1209, No.151), known as the Child Labor Act, further providing for definitions and for employment of minors in a performance.

Maddy summaryThis bill updates Pennsylvania's Child Labor Act to include new definitions for "digital content" and "online platforms," specifically covering activities like vlogging, social media posting, and blogging. It clarifies that minors working on such content are considered to be in a performance if their participation is substantial and they receive payment, such as ad revenue or sponsorships, while excluding small prizes or expense reimbursements. The legislation also establishes specific rules for when minors can be excused from school to create digital content during educational trips, provided their guardians arrange for missed assignments and the content solely showcases the trip. These changes aim to regulate the employment of minors in modern online media environments while maintaining existing labor protections.
