An Act amending the act of July 19, 1979 (P.L.130, No.48), known as the Health Care Facilities Act, in licensing of health care facilities, further providing for licensure; and abrogating a regulation.

Maddy summaryThis bill modifies Pennsylvania's Health Care Facilities Act to regulate abortion facilities similarly to ambulatory surgical centers. It requires these facilities to follow the same safety regulations and classification standards as surgical centers, while also granting them the ability to request specific exceptions to those rules. The legislation explicitly prohibits requiring abortion facilities to have transfer agreements with hospitals or for their staff to hold admitting privileges at hospitals. Additionally, the bill removes certain existing definitions that previously applied to these facilities and repeals a related state regulation.

An Act amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, in abandoned vehicles and cargos, further providing for notice to owner and lienholders of abandoned vehicles, for authorization for disposal of unclaimed vehicles and for processing of nonrepairable or salvage vehicles.

Maddy summaryThis bill updates Pennsylvania laws regarding abandoned vehicles to streamline how the state notifies owners and lienholders before disposing of unclaimed cars. It requires the Department of Transportation to send certified mail notices to known owners and lienholders within 10 business days of receiving a report, or to publish a notice in a local newspaper if those parties cannot be identified. Once a 30-day waiting period passes without the vehicle being reclaimed, the department must authorize disposal within 10 business days. Additionally, the bill sets a 10-day limit for the department to approve or deny applications for salvage certificates for nonrepairable vehicles, ensuring faster processing for vehicles that cannot be fixed.

An Act amending the act of June 2, 1915 (P.L.736, No.338), known as the Workers' Compensation Act, in procedure, providing for procedures in languages other than English.

Maddy summaryThis bill amends Pennsylvania's Workers' Compensation Act to improve access for non-English speakers by requiring the state department to provide forms in Spanish and other widely used languages. The new provisions mandate that these forms explain how inaction can affect rights and provide contact details for translation services. Additionally, if a non-native English speaker wins a workers' compensation case, the employer must reimburse the costs for any interpreters or translators used during the legal process.
