New Markets Tax Credit Extension Act of 2021 This bill makes the new markets tax credit permanent. It also modifies the credit to (1) provide for an inflation adjustment to the limitation amount for the credit after 2021, and (2) allow an offset against the alternative minimum tax for the credit (determined with respect to qualified equity investments initially made after 2020).

Mainstreaming Addiction Treatment Act of 2021 This bill removes the requirement that a health care practitioner apply for a separate waiver through the Drug Enforcement Administration (DEA) to dispense certain narcotic drugs (e.g., buprenorphine) for maintenance or detoxification treatment (i.e., substance use disorder treatment). Further, a community health aide or community health practitioner may dispense certain narcotic drugs for maintenance or detoxification treatment without registering with the DEA if the drug is prescribed by a health care practitioner through telemedicine. It preempts state laws related to licensure for this activity. The bill also directs the Substance Abuse and Mental Health Services Administration to conduct a national campaign to educate health care practitioners and encourage them to integrate substance use disorder treatment into their practices.

Democracy Restoration Act of 2021 This bill addresses the voting rights of individuals convicted of a criminal offense and the restoration of their voting rights. First, the bill declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence. Further, the bill provides for enforcement of, and remedies for violations of, the bill. In addition, it sets forth requirements for state and federal notification of individuals of the restoration of their voting rights. Finally, the bill prohibits federal funding of construction or improvement of a place of incarceration unless U.S. citizens incarcerated in that jurisdiction are notified, upon release, of their voting rights.

Promoting Women in Trucking Workforce Act This bill directs the Federal Motor Carrier Safety Administration to establish and facilitate a Women of Trucking Advisory Board to review and report on policies and programs that (1) provide education, training, mentorship, or outreach to women in the trucking industry; and (2) recruit, retain, or advance women into the trucking industry.

This resolution recognizes Black History Month as an opportunity to reflect on U.S. history and to commemorate the contributions of African Americans. It calls for the United States to (1) honor the contribution of pioneers who helped to ensure its legacy; and (2) move forward as a nation "indivisible, with liberty and justice for all."

Iran Diplomacy Act of 2021 This bill outlines U.S. policy with respect to Iran and the Joint Comprehensive Plan of Action (JCPOA), commonly known as the Iran nuclear deal. Specifically, the bill states that the United States and Iran should promptly return to full compliance with their commitments under the JCPOA. Further, the bill encourages the United States to lead international efforts to advance diplomatic measures that promote U.S., regional, and international security.

International Human Rights Defense Act of 2021 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTQI (lesbian, gay, bisexual, transgender, queer, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTQI people and represent the United States in diplomatic matters relevant to the human rights of LGBTQI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTQI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTQI people. The bill also requires that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

Feed Emergency Enhancement During Disasters with Cover Crops Act of 2021 or the FEEDD Act of 2021 This bill expands relief under the federal crop insurance program for agricultural producers that harvest second crops as a result of a prevented planting. Specifically, a producer may collect 100% of the prevented planting guarantee for the acreage of the first crop if (1) the acres planted are in an area with low hay or forage supplies due to widespread excessive moisture, flood, or drought; (2) the second crop will be planted with an intended use of animal feed that is hayed, gazed, or chopped; and (3) the second crop will be donated or used by the producer. Additionally, the Department of Agriculture may not reduce the amount of a payment collected by a producer that hays, grazes, or chops over crops on prevented planting acres after the harvest date that it establishes for each region of the United States.

This bill authorizes the President to award the Medal of Honor to James Megellas for acts of valor on January 28, 1945, during the Battle of the Bulge in World War II.

Make It in America Act This bill addresses domestic content requirements and narrows instances in which waivers may be granted. Specifically, the bill directs the Office of Management and Budget (OMB), acting through the Office for Federal Procurement Policy, to promulgate regulations to standardize and simplify how federal agencies comply with, report on, and enforce the Buy American Act, including guidelines to ensure that a project is not disaggregated for purposes of avoiding the applicability of such requirements. The bill increases American-made content requirements from 50% to 75%. Before granting a waiver in the public interest with respect to a product sourced from a foreign country, a federal agency shall assess whether a significant portion of the cost advantage of the product is the result of the use of dumped steel, iron, or manufactured goods or the use of injuriously subsidized steel, iron, or manufactured goods. The OMB shall establish within it a Made in America Office to maximize and enforce compliance with domestic preference statutes, develop and implement procedures to review waiver requests, ensure that contracting personnel at each federal agency annually complete training on obligations under such statutes, and ensure the development of a domestic supply base to meet federal procurement requirements. The bill directs the Department of Transportation to enter into a technical assistance partnership with the Department of Commerce to ensure the development of a domestic supply base to support intermodal transportation in the United States and to ensure compliance with domestic preference statutes.
