This resolution expresses support for International Women's Day and recognition that women's empowerment is inextricably linked to generating economic growth and self-reliance, sustainable peace and democracy, and inclusive security. The resolution also reaffirms the Senate's commitment to end discrimination and violence against women and to pursue policies that guarantee fundamental human rights for women worldwide.

Air Carrier Access Amendments Act of 2021 This bill expands provisions prohibiting discrimination against disabled individuals by an air carrier. Specifically, it enumerates certain actions that an air carrier must take or may not take with respect to a disabled individual. It also requires the Department of Transportation (DOT) to ensure that disabled individuals traveling in air transportation are able to file complaints with DOT in response to disability-related discrimination and receive assistance from DOT through a hotline or comparable electronic means. The bill authorizes an aggrieved individual and the Department of Justice to bring a civil action for discrimination. The Architectural and Transportation Barriers Compliance Board shall prescribe regulations setting forth minimum standards for aircraft with new or existing type certificates to ensure the accessibility of individuals with disabilities, including those who use wheelchairs. The standards shall address, among other things, boarding and deplaning equipment, seating accommodations, lavatories, visually accessible announcements, and proper stowage of assistive devices in the cargo hold to prevent damage.

American Dream Employment Act of 2021 This bill permits the compensation of congressional employees who hold a current employment authorization document that was issued pursuant to a grant of (1) deferred action, including under the Deferred Action for Childhood Arrivals Program; (2) deferred enforced departure; or (3) temporary protected status. (Generally, these programs and statuses allow eligible aliens to remain and work in the United States.)

Landowner Fairness Act This bill limits the use of eminent domain to take private property for the construction and operation of a natural gas pipeline facility. Specifically, this bill ends the legal presumption that natural gas exports are by definition in the public interest. In addition, the Federal Energy Regulatory Commission must consider certain factors in issuing certificates of public convenience and necessity for natural gas projects. Finally, the bill prohibits the holder of a certification of public convenience and necessity from exercising the right of eminent domain for a pipeline designed to export liquefied natural gas to a foreign country.

Supporting Early-Career Researchers Act This bill authorizes the National Science Foundation (NSF) to establish a two-year pilot program to award grants to highly qualified early-career investigators to carry out an independent research program at the institution of higher education chosen by such investigator, to last for a period not greater than two years. In awarding grants, the NSF shall give priority to (1) early-career investigators who are from groups that are underrepresented in scientific research, and (2) early-career investigators who choose to carry out independent research at a minority-serving institution.

Restructuring Environmentally Sound Pensions in Order to Negate Disaster Act of 2021 or the RESPOND Act of 2021 This bill addresses issues related to the impact of climate change on the economy, including federal retirement plans. The Federal Retirement Thrift Investment Board must establish an advisory panel on the economics of climate change to advise on how the board may invest in clean and renewable energy and make investments in a manner that helps ensure net zero greenhouse gas emissions in the United States by 2050. The board must then assess whether implementing low-carbon investment strategies is profitable and consistent with its duties. If the board cannot implement such strategies, the bill establishes the Climate Choice Stock Index Fund as part of the Federal Employees Retirement System's Thrift Savings Plan. This fund is established as an investment portfolio that performs similarly to other plan index funds, but does not invest in fossil fuels. Finally, the Federal Reserve Board and the Securities and Exchange Commission must annually report on the economic costs of climate change.

Addressing Climate Financial Risk Act of 2021 This bill establishes the Climate Risk Advisory Committee that must consult with the Financial Stability Oversight Council of the Department of the Treasury regarding a report on the impact of climate risk on U.S. financial stability. Additionally, the Board of Governors of the Federal Reserve System, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, and the National Credit Union Administration must include climate risk in the guidance provided to a supervised financial institution.

End Racial and Religious Profiling Act of 2021 or ERRPA This bill establishes a framework to eliminate racial profiling at the federal, state, and local levels. Specifically, it requires federal law enforcement agencies to maintain policies and procedures to eliminate racial profiling, including training, data collection, and complaint procedures. State, local, and tribal law enforcement agencies must maintain similar policies and procedures as a condition of receiving funds under the Edward Byrne Memorial Justice Assistance Grant program and the Community Oriented Policing Services program. To enforce violations, the bill authorizes civil suits by the Department of Justice and affected individuals.

Stop Forced Organ Harvesting Act of 2021 This bill establishes specified measures to combat forced organ harvesting and the international trafficking in persons for the purpose of removing their organs. These measures include (1) establishing property-blocking and visa-blocking sanctions, (2) prohibiting exports of certain surgery devices to entities that are identified as being responsible for forced organ harvesting or related human trafficking, and (3) requiring the Department of State to report on these practices.

Nuclear SLCM Ban Act of 2021 This bill prohibits the obligation or expenditure of Department of Defense or Department of Energy funds for FY2022, or any year thereafter, for the research and development, production, or deployment of the nuclear-armed sea-launched cruise missile and its associated nuclear warhead.
