Purple Heart Veterans Education Act of 2025

Maddy summaryThis bill allows Purple Heart veterans who served after September 11, 2001, to transfer unused Post-9/11 GI Bill education benefits to family members. Specifically, veterans can transfer up to 36 months of benefits to eligible dependents (like spouses or children) without affecting their own remaining benefits. It sets rules for when dependents can use transferred benefits - children must complete high school or turn 18 first, and benefits expire by age 26 unless used for caregiving or due to school closures. The bill also ensures transferred benefits aren’t treated as marital property and includes special provisions for caregivers of injured veterans or emergency school closures.

A resolution recognizing 2026 as the "International Year of Rangelands and Pastoralists".

Maddy summaryThis resolution formally recognizes 2026 as the International Year of Rangelands and Pastoralists, acknowledging the ecological and economic importance of these lands to the United States. The bill highlights that rangelands cover a significant portion of U.S. territory and support domestic production of food, fiber, and energy while providing critical ecosystem services like carbon storage and wildfire risk reduction. It encourages federal agencies, universities, and organizations to engage in education, research, and outreach activities related to sustainable rangeland management during the designated year. The measure does not create new laws or funding but serves to raise awareness and promote collaboration among stakeholders involved in rangeland stewardship.

Transportation Security Administration Pay Act of 2026

Maddy summaryThis bill provides temporary funding to ensure Transportation Security Administration (TSA) employees continue receiving standard pay and benefits during a potential government funding gap between February 14, 2026, and when regular fiscal year 2026 appropriations are enacted. It directly affects TSA employees who might otherwise face pay interruptions if Congress fails to pass a full-year budget by that date. The bill authorizes using Treasury funds for standard pay, allowances, and benefits during this interim period, with these costs later charged to the appropriate future appropriations. The funding expires automatically on September 30, 2026, or when regular appropriations are passed, whichever occurs first.

Reclaim Trade Powers Act

Reclaim Trade Powers Act This bill repeals the statute that directs the President to take certain actions, such as imposing a tariff of up to 15% for up to 150 days on articles imported into the United States, when necessary to address large and serious U.S. balance-of-payments deficits or certain other situations that present fundamental international payments problems.

National Fallen Firefighters Memorial Coin Act

Maddy summaryThis bill would require the U.S. Treasury to produce and sell three types of commemorative coins honoring firefighters and the National Fallen Firefighters Memorial. The legislation authorizes the minting of up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar coins, all featuring designs that recognize firefighter service and sacrifice. All coins would be legal tender, but they would be sold at a price that covers production costs plus a surcharge, with the surcharge funds going to the National Fallen Firefighters Foundation. The coins would only be available for purchase during a one-year window starting in 2029, and the Treasury must ensure the program does not result in a net cost to the federal government.

Living Donor Protection Act of 2025

Living Donor Protection Act of 2025 This bill prohibits life insurance, disability insurance, and long-term insurance carriers from denying or otherwise restricting coverage for living organ donors. Specifically, carriers may not deny, cancel, vary premiums, or otherwise impose conditions on policies based on an individual's status as a living organ donor. The bill also expressly specifies that recovery from organ-donation surgery constitutes a serious health condition that entitles eligible employees to job-protected medical leave. In addition, the Department of Health and Human Services must update educational materials on living organ donation to include information about the benefits and risks of living organ donation and the impact of donation on insurance access, particularly with respect to the bill's changes.

Small Business Liberation 2.0 Act

Maddy summaryThis bill, titled the Small Business Liberation 2.0 Act, exempts small businesses from import duties imposed under Section 122 of the Trade Act of 1974 and requires refunds of any such duties already paid by small businesses. It also prohibits companies from raising prices on affected goods by more than the cost of the duties themselves during a five-year period following duty implementation. The Federal Trade Commission would enforce these rules, with state attorneys general allowed to bring civil actions against violators, while small businesses remain exempt from the price gouging restrictions.

Foreign Service Age Integration and Reform (FAIR) Act of 2026

Maddy summaryThis bill, known as the Foreign Service Age Integration and Reform Act of 2026, would change the mandatory retirement age for U.S. Foreign Service officers. Currently, these employees must retire at age 65, but the bill would raise that limit to age 67 or the applicable Social Security Full Retirement Age, whichever is higher. The change directly affects career diplomats and Foreign Service personnel by allowing them to continue working longer before being required to leave the service. This adjustment aligns the retirement rules for Foreign Service officers with the retirement age system used for Social Security benefits.

PrEP Access and Coverage Act of 2026

Maddy summaryThis bill, the PrEP Access and Coverage Act of 2026, requires most health insurance plans to cover HIV prevention medication without charging patients any cost-sharing fees. It directly affects people enrolled in private insurance, Medicare, Medicaid, and other government health programs by mandating that these plans cover the medication, related lab tests, and follow-up care without requiring prior approval. The law also prohibits insurance companies from denying life, disability, or long-term care insurance to individuals taking HIV prevention medication and requires a public education campaign to increase awareness about the medication.

DISCLOSE Act of 2026

Maddy summaryThis bill, known as the DISCLOSE Act of 2026, strengthens campaign finance transparency by requiring corporations, labor organizations, Super PACs, and other entities to disclose more information about their spending and funding sources. It closes loopholes that allow foreign nationals to contribute to U.S. elections by expanding disclosure requirements and prohibiting foreign money in ballot initiatives and referenda. The legislation also mandates that certain advertisements include lists of top funders and requires reporting of spending related to federal judicial nominations. Additionally, it streamlines administrative processes for challenging campaign finance laws and ensures coordination between the Federal Election Commission and financial authorities to enforce these rules.
