Social Determinants Accelerator Act of 2021 This bill establishes the Social Determinants Accelerator Interagency Council and a grant program to address social determinants of health. These are nonmedical factors that influence health outcomes, such as income, educational attainment, and place of residence. Specifically, the bill establishes the council, comprised of federal and nonfederal members, to increase coordination among health and social service programs and provide technical assistance to increase the impact of such programs. In consultation with the council, the Department of Health and Human Services must award up to 25 grants to state, tribal, territorial, or local health agencies, certain nongovernmental entities, or consortia of entities (which must include a health agency) for social determinants accelerator plans. These plans must address at least one health and one social outcome for a specified target population.

Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the balances, transactions, or the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on the date of enactment.
This resolution supports the designation of October 3-October 9, 2021, as National 4-H Week. Global Malnutrition Prevention and Treatment Act of 2021 This bill sets out programs and otherwise directs the U.S. Agency for International Development (USAID) to carry out activities to prevent and treat malnutrition globally. In coordination with relevant federal agencies, bilateral and multilateral donors, partner countries, and other stakeholders, the USAID may scale up programs for preventing and treating malnutrition globally. This includes focusing on interventions for the populations most susceptible to severe malnutrition (e.g., pregnant and lactating women and children younger than five years of age). The USAID must select countries based on specified malnutrition-related indicators for purposes of targeting malnutrition prevention and treatment programs and update the selection within five years. To support these programs, the USAID must leverage additional private sector resources in priority countries, including by considering opportunities within the Development Finance Corporation's impact framework for supporting improved nutrition outcomes. The USAID must provide Congress with an implementation plan and annual reports concerning its programs for preventing and treating malnutrition. The bill also establishes the Nutrition Leadership Council, comprised of various USAID bureaus and offices, to coordinate agency activities to prevent and treat malnutrition. The bill's provisions terminate seven years after its enactment.

Unemployment Insurance Systems Modernization Act of 2021 This bill expands the list of requirements a state unemployment compensation system must meet for the state to receive federal funds for administration of the system. Specifically the bill requires the unemployment law of each state to include various provisions to promote adaptability, including provisions for (1) handling surges in claims, (2) processing disaster unemployment assistance claims, (3) processing claims under temporary federal benefits programs, and (4) automating claims for short-time compensation. The bill also requires states to utilize databases and other systems in an effort to prevent fraudulent and improper unemployment compensation payments. Specifically, states must use (1) a system selected by the Department of Labor for cross-matching unemployment claimants against available databases, (2) an automated system developed and approved by Labor for exchanging unemployment compensation information, and (3) the existing National Directory of New Hires for identifying individuals who have become employed.
Unclaimed Savings Bond Act of 2021 This bill establishes requirements and procedures for the Department of the Treasury to transfer ownership of certain matured, unredeemed savings bonds and related records to states.
