Protecting Americans from Dangerous Algorithms Act This bill limits a social media company's immunity from liability if it promotes certain content on its platform. Specifically, the bill removes this immunity from a social media company with more than 10 million monthly users if it utilizes an algorithm, model, or other computational process to amplify or recommend content to a user that is directly relevant to a claim involving (1) interference with civil rights, (2) neglect to prevent interference with civil rights, or (3) acts of international terrorism.

Improving Seniors' Timely Access to Care Act of 2021 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

Comforting Our Military Families through On-base or Remote Treatment Act of 2021 or the COMFORT Act of 2021 This bill authorizes the Office of Military Family Readiness Policy within the Department of Defense (DOD) to coordinate programs and activities for the provision of nonmedical counseling services to military families through the DOD Military and Family Life Counseling Program. Under the bill, nonmedical counseling services means mental health care services that are nonclinical, short-term, and solution-focused to address topics related to personal growth, development, and positive functioning. The bill authorizes mental health professionals to provide non-medical counseling services regardless of where the provider or recipient is located so long as the provision of service is within the scope of the authorized duties of the provider. For purposes of the bill, mental health professionals include licensed or certified mental health professionals or members of the uniformed services, civilian DOD employees, or DOD contractors.

Save Our Servicemembers Act of 2021 This bill requires the Office of the Under Secretary of Defense for Personnel and Readiness within the Department of Defense (DOD) to evaluate and standardize DOD's suicide prevention efforts. Specifically, the bill directs the Defense Suicide Prevention Office to collaborate with each military department to (1) develop and implement a process to ensure that individual nonclinical suicide prevention efforts are assessed for effectiveness, and (2) develop consistent suicide-related definitions for use throughout DOD. The bill also requires the use of such suicide-related definitions in any updated policies of DOD or each military department.

Clean Water Allotment Modernization Act of 2021 This bill revises the formula the Environmental Protection Agency (EPA) uses to determine how to distribute funds from the Clean Water State Revolving Fund (SRF) program. Under the program, the EPA allocates funding to states for water quality infrastructure projects, such as wastewater systems and stormwater management projects. In FY2022-FY2026, the EPA must provide an initial allotment to each state that is equal to the amount the state received in FY2023. The EPA must also provide an additional allotment to each state that is based on its share of the U.S. population. In FY2027 and each subsequent fiscal year, the EPA must use an updated allotment formula, which is based on the needs of states as identified in the most recently available clean watersheds needs survey. Beginning in FY2022, the formula must also provide allotments for Indian tribes and territories. In addition, the formula must provide an allotment for EPA's oversight of SRF projects to ensure they use American iron and steel.

State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act This bill allows states, tribes, territories, and localities to use certain COVID-19 relief funds for new categories of spending, including for natural disasters and infrastructure projects. It also makes changes to expenditure deadlines and other aspects of this funding. Specifically, recipients may use funds for emergency relief from natural disasters and associated negative economic impacts of natural disasters. In addition, recipients may use a portion of their COVID-19 relief funds for designated infrastructure projects, such as nationally significant freight and highway projects. Furthermore, the bill allows recipients to expend COVID-19 relief funds on these types of infrastructure projects until September 30, 2026. Under current law, recipients must expend the funds by December 31, 2024. Other changes in the bill include (1) modifying eligibility and allocation requirements for funding set aside for counties and Indian tribes that are near public lands, (2) allowing Indian tribes an additional year to expend their COVID-19 relief funds, and (3) establishing a process for government entities to decline COVID-19 relief funds and requiring any declined funds to be used to reduce the federal deficit.

Freedom to Vote Act This bill addresses voter registration and voting access, election integrity and security, redistricting, and campaign finance. Specifically, the bill expands voter registration (e.g., automatic and same-day registration) and voting access (e.g., vote-by-mail and early voting). It also limits removing voters from voter rolls. Next, the bill establishes Election Day as a federal holiday. The bill declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence. The bill establishes certain federal criminal offenses related to voting. In particular, the bill establishes a new criminal offense for conduct (or attempted conduct) to corruptly hinder, interfere with, or prevent another person from registering to vote or helping someone register to vote. Additionally, the bill sets forth provisions related to election security, including by requiring states to conduct post-election audits for federal elections. The bill outlines criteria for congressional redistricting and generally prohibits mid-decade redistricting. The bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosure of campaign-related fundraising and spending, requiring additional disclaimers regarding certain political advertising, and establishing an alternative campaign funding system for certain federal offices.

La Paz County Solar Energy and Job Creation Act This bill directs the Department of the Interior, after receiving a request from La Paz County, Arizona, to convey approximately 4,800 acres of identified land managed by the Bureau of Land Management to the county. Interior shall exclude from the conveyance any federal land that contains significant cultural, environmental, wildlife, or recreational resources. As a condition of the conveyance, La Paz County and any subsequent owner shall make good faith efforts to avoid disturbing tribal artifacts; minimize impacts on tribal artifacts if they are disturbed; coordinate with the Colorado River Indian Tribes Tribal Historic Preservation Office to identify artifacts of cultural and historic significance; and allow tribal representatives to rebury unearthed artifacts at, or near, where they were discovered. The federal land is withdrawn from the operation of U.S. mining and mineral leasing laws.

This resolution recognizes (1) the celebration of Hispanic Heritage Month from September 15 - October 15, 2021; and (2) the integral role of Latinos and their manifold heritage in the economy, culture, and identity of the United States.

This bill requires the Department of Veterans Affairs (VA) to designate one week each year as Buddy Check Week for the purposes of organizing outreach events and educating veterans on how to conduct peer wellness checks. The VA shall ensure that the Veterans Crisis Line has a plan for handling the potential increase in calls that may occur during such week.
