Crime Victims Fund Stabilization Act of 2025

Maddy summaryHR 909, the Crime Victims Fund Stabilization Act of 2025, modifies how funds from the False Claims Act are deposited into the Crime Victims Fund. It specifies that from 2025 through 2029, certain False Claims Act proceeds (specifically those for qui tam plaintiff payments and government damage reimbursements) cannot be deposited into the fund. This change directly affects the composition of the Crime Victims Fund by excluding these specific revenue streams during the specified period. The bill does not create new benefits or alter victim services; it only adjusts fund allocation rules for existing False Claims Act revenues.

Sunshine for Regulatory Decrees and Settlements Act of 2025

Maddy summaryThis bill requires federal agencies to publicly disclose proposed regulatory settlements and consent decrees 60 days before court submission, including their legal basis and key terms (such as attorney fees). Agencies must accept public comments, respond to them, and include summaries of feedback in court filings. It directly affects agencies (like EPA or FDA), private parties suing over regulatory actions, and state/local governments whose rights may be impacted by settlements. The law aims to increase transparency in regulatory settlements without changing substantive regulations or agency authority.

Restore VA Accountability Act of 2025

Maddy summaryHR 472, the Restore VA Accountability Act of 2025, creates new disciplinary procedures for VA supervisors and management officials. It requires the VA Secretary to consider specific factors like the seriousness of misconduct and the employee's role when deciding on removal, demotion, or suspension, and limits the entire disciplinary process to 15 business days. The bill prevents courts from reviewing penalty amounts but allows review of whether procedures were followed correctly. It also strengthens whistleblower protections by requiring Special Counsel approval before disciplining employees who report misconduct, affecting VA supervisors and management officials but excluding senior executives and political appointees.

Debt Solution and Accountability Act

Maddy summaryHR 6895, the Debt Solution and Accountability Act, requires the Treasury Secretary to submit detailed reports to Congress before increasing the debt limit. These reports must include current and projected debt levels, drivers of future debt, plans to reduce debt growth (short, medium, and long-term), and analyses of how debt limit actions affect government spending, debt service, and the dollar's global role. The bill also mandates a progress report within 180 days after any debt limit increase or suspension, and requires public posting of all reports on Treasury's website for six months. Additionally, it grants congressional committees specific access to Treasury financial data upon request, including cash flow details and debt transaction information. The bill focuses solely on transparency and reporting requirements, without altering debt policy or spending levels.

Protecting Ballot Measures From Foreign Influence Act of 2025

Maddy summaryThis bill, the Protecting Ballot Measures From Foreign Influence Act of 2025, bans foreign nationals from contributing money to state and local ballot initiatives and referendums. It amends the Federal Election Campaign Act to explicitly include these state and local voting measures under the existing prohibition on foreign contributions for federal elections. The key provision requires that contributions to ballot measures - like state-level policy votes - must not come from foreign individuals or entities. The law would apply to all contributions made after its enactment date.

Tracking and Restricting Adversarial Circumvention of Embargoes Act of 2025

Maddy summaryThis bill requires the Director of National Intelligence to submit a report within 180 days of enactment detailing China's purchases of Iranian oil and financial transactions supporting Iran's ballistic missile program since 2020, including how China uses shell companies and transshipment points to avoid sanctions. The report must cover assessments of these activities and be sent to Congress and the Treasury Department. Six months after the report is submitted, the Treasury Secretary must determine whether China is engaging in sanctionable activities and report that finding to Congress. The bill directly affects U.S. government agencies (National Intelligence Director, Treasury, and Congress) and targets China's circumvention of sanctions on Iran.

Skinny Labels, Big Savings Act

Skinny Labels, Big Savings Act This bill provides a statutory safe harbor from patent infringement claims for generic or biosimilar manufacturers that seek or obtain approval for skinny labels of their drugs. Under current law, the Food and Drug Administration (FDA) may approve generic and biosimilar drugs through a process known as skinny labeling, which allows a generic manufacturer to seek approval only for approved uses of the drug that are no longer protected by patents. However, in GlaxoSmithKline LLC v. Teva Pharmaceuticals USA, Inc. , a court held that a generic manufacturer may sometimes be liable for patent infringement when it markets skinny label generics. The bill specifically lists the following as actions that are not considered infringement of a method of use claim in a patent under the Federal Food, Drug, and Cosmetic Act: submitting or seeking approval of a skinny label for a generic or biosimilar drug; promoting or commercially marketing a drug with skinny labeling approved by the FDA; or describing a drug product approved by the FDA as a generic of, or therapeutically equivalent to, the branded drug. The bill also applies the safe harbor to similar actions under the Public Health Service Act.
