Veteran Burial Timeliness and Death Certificate Accountability Act

Maddy summaryHR 4398, the Veteran Burial Timeliness and Death Certificate Accountability Act, requires Veterans Affairs (VA) physicians or nurse practitioners to certify the death of a veteran who dies of natural causes within 48 hours of learning of the death. This directly affects veterans' families, who previously faced delays of up to eight weeks in burial and access to survivor benefits due to slow death certifications. The bill mandates annual reports to Congress on VA compliance with the 48-hour rule, including statistics on delays and their causes. The key change is establishing a strict timeline for death certification to prevent unnecessary delays in honoring veterans' final arrangements.

SHARE Act of 2025

Maddy summaryHR 2332, the SHARE Act of 2025, standardizes how states share criminal history background check information for professional licensing across state lines. It requires the FBI to provide this information to state licensing authorities through agreements with law enforcement, specifically for verifying applicants seeking licenses or practice privileges in multiple states. The bill strictly prohibits states from sharing detailed criminal history records with other states or the public, allowing only a simple "satisfactory" or "unsatisfactory" result to be shared. This directly affects licensed professionals (like nurses or contractors) seeking to practice in multiple states and the state agencies that issue their licenses.

Northern Border Security Enhancement and Review Act

Maddy summaryThis bill amends the existing Northern Border Security Review Act to update deadlines and requirements for border security assessments. It requires the Department of Homeland Security Secretary to submit a northern border threat analysis by September 2, 2026, and every two years after, with strategy updates due 90 days after each analysis. The bill also mandates classified briefings to congressional committees 30 days after each threat analysis and directs the development of performance measures for Air and Marine Operations within six months of enactment. These changes directly affect the DHS Secretary, congressional committees, and U.S. Customs and Border Protection's operations along the northern border.

Medicaid Financing Clarification Act of 2026

Maddy summaryThis bill, titled the Medicaid Financing Clarification Act of 2026, aims to clarify federal rules regarding how states and local governments can fund their Medicaid programs. It directly affects state and local officials by explicitly defining "public funds" to include various local revenue sources such as taxes, fees, and tobacco settlement money. The legislation amends the Social Security Act to ensure that money held by local entities like counties or cities counts as eligible public funding for Medicaid matching purposes. Additionally, it provides clear definitions for terms like "political subdivision" and "public agency" to remove ambiguity in existing laws. By updating these definitions, the bill seeks to establish a clearer legal framework for how local governments contribute to Medicaid financing.

Veterans 2nd Amendment Protection Act

Maddy summaryHR 1041, the Veterans 2nd Amendment Protection Act, prevents the Department of Veterans Affairs (VA) from automatically sending veterans' personal information to the national background check system (NICS) solely because a court has appointed a fiduciary (like a guardian) to manage their benefits. This directly affects veterans who have a fiduciary appointed due to mental health or cognitive challenges but are not deemed a danger to themselves or others. The bill requires a court order finding the veteran poses a danger before any such information can be shared with the NICS. It changes VA procedures to block unnecessary barriers to firearm ownership for veterans who qualify for fiduciary support without a judicial determination of danger.

Protect Domestic Oil and Gas Small Business Act of 2026

Maddy summaryThis bill, titled the Protect Domestic Oil and Gas Small Business Act of 2026, exempts small oil and gas wells from specific environmental regulations under the Clean Air Act. It directly affects owners and operators of marginal wells, defined as sites producing 15 barrels of oil or less per day, or 90,000 cubic feet of natural gas or less per day. The legislation removes requirements for monitoring, reporting, and leak detection for these smaller operations, while also mandating that the EPA approve any state plan revisions granting this exemption within 180 days. Additionally, the bill requires the EPA to update its regulations to reflect these changes and to terminate any ongoing enforcement actions against marginal wells that were initiated before the law takes effect.

Maddy summaryThis bill authorizes the U.S. Mint to produce commemorative $5 gold and $1 silver coins marking the 25th anniversary of the September 11, 2001, terrorist attacks. The coins must feature designs honoring victims and first responders (including the inscription "Never Forget") and will be sold only during 2027-2028. The coins are legal tender but primarily intended for collectors, not circulation.

Hemp Planting Predictability Act

Hemp Planting Predictability Act This bill extends by two years the implementation of changes to the regulation of hemp products, which reimpose certain federal controls over some hemp products. Specifically, Congress enacted the FY2026 agriculture appropriations act (P.L. 119-37) on November 12, 2025. Effective November 12, 2026, the act modifies the statutory definition of hemp products that are considered to be lawful. This bill extends the effective date to November 12, 2028. As background, the 2018 farm bill excluded hemp from the Controlled Substances Act definition of marijuana and defined hemp . As a result, hemp and hemp-derived products at or below the 0.3% delta-9 tetrahydrocannabinol (THC, the psychoactive component of marijuana) concentration threshold were no longer regulated as Schedule I controlled substances and registration with the Drug Enforcement Administration was no longer required to cultivate or handle hemp and hemp-derived products. However, hemp remained subject to Department of Agriculture and Food and Drug Administration regulation. The 2025 changes to the definition of hemp, include changing the limit to a total THC concentration of not more than 0.3% on a dry weight basis rather than only delta-9 THC, explicitly including industrial hemp, excluding seeds from a cannabis plant that exceed a certain THC concentration, and excluding various types of hemp-derived cannabinoid products. Cannabinoids refer to unique chemical compounds that are found in hemp and marijuana (e.g., THC) and are known to exhibit a range of psychological and physiological effects.

Air Permitting Improvements to Protect National Security Act of 2025

Maddy summaryHR 6373 modifies the Clean Air Act to create new permitting flexibility for specific facilities. It allows the President to waive certain emission offset requirements for new or modified semiconductor manufacturing facilities or critical mineral facilities (like those processing lithium or cobalt) if deemed necessary for national security. States can also permit these facilities to use alternative offset methods - such as paying an emissions fee capped at 1.5 times local control costs - if all standard offsets are exhausted, with fees required to fund further emissions reductions in the area. The bill directly affects advanced manufacturing and critical mineral operations seeking streamlined permitting.

STRIDE Act

Maddy summaryThe STRIDE Act requires the U.S. State Department to coordinate with allied nations on semiconductor supply chain security, specifically targeting prevention of technology transfers to countries of concern like China. It establishes mechanisms for aligning export controls on semiconductor manufacturing equipment, materials, and design tools, and mandates regular reporting on diplomatic progress. Countries failing to implement sufficient security measures face potential U.S. export restrictions under the Foreign Direct Product Rule. The bill directly affects U.S. trade policy with allies and semiconductor companies operating in global supply chains.
