Border Security for America Act of 2021 This bill addresses border security and related issues. For example, the bill requires the Department of Homeland Security (DHS) to resume all activities to construct a border barrier system along the U.S.-Mexico border that were underway or planned prior to January 20, 2021; requires DHS to deploy, in addition to physical barriers, tactical infrastructure and technology to achieve situational awareness and operational control of the southwest border; authorizes U.S. Customs and Border Protection (CBP) to carry out a program to acquire innovative commercial items through a competitive selection of proposals; imposes certain requirements for DHS border security technology acquisition programs that have a total expenditure of at least $300 million; requires CBP to implement certain technologies, including a program to establish a biometric exit data system at ports of entry; requires CBP to increase or maintain certain staffing levels for agents, officers, processing coordinators, and other positions; requires CBP to implement a workload staffing model for the U.S. Border Patrol and for CBP's Air and Marine Operations; and provides statutory authority through FY2026 for Operation Stonegarden, a Federal Emergency Management Agency program that provides grants to states and territories involved in certain active CBP border security operations.

Plugging Orphan Wells and Environmental Restoration Act of 2021 or the POWER Act of 2021 This bill addresses orphaned, abandoned, or idled oil and gas wells on federal, tribal, state, or private lands. Specifically, the bill reauthorizes through FY2026 the program to remediate, reclaim, and close orphaned, abandoned, or idled oil and gas wells located on federal land. Additionally, the Department of the Interior must establish a program to provide grants to states and Indian tribes to remediate, reclaim, and close orphaned oil and gas wells located on state, tribal, or private lands. In providing grants, priority must be given to states and Indian tribes that already have an established program to carry out such activities. Finally, the Department of Energy must provide technical assistance to oil and gas producing states and Indian tribes to ensure practical and economical remedies for environmental problems caused by orphaned or abandoned oil and gas well sites on state, tribal, or private land.

Reimbursing Agricultural Producers for Immigration Damages Act or the RAPID Act This bill temporarily establishes a program to reimburse agricultural producers for damages to livestock, crops, and property that result from the actions of an alien present in the United States without lawful immigration status. The Department of Agriculture may not provide reimbursements on or after September 30, 2023. The bill also rescinds specified unobligated funding available to states, Indian tribes, and territories for mitigating fiscal effects that stem from the COVID-19 pandemic and makes such funding available to carry out the reimbursement program.

Listing Reform Act This bill modifies requirements concerning the review of petitions to add a species to the list of endangered or threatened species or to remove a species from the list. Specifically, the bill allows the Department of the Interior and the Department of Commerce to prioritize the consideration of petitions to list a species as endangered or threatened other than in the order in which the petitions are received. The appropriate department may not give general priority to petitions to add species to the list of endangered or threatened species over petitions to remove a species from the list. The deadline for the appropriate department to decide on whether or not a petition to list or remove a species should be granted is changed from within 12 months to as expeditiously as possible. The appropriate department is given the authority to preclude the listing of a species as threatened due to the likelihood of significant, cumulative economic effects that would result from such listing or from the likely resulting designation of critical habitat of the species. Once a petition is precluded due to those economic effects, the appropriate department may not reconsider that finding unless the department (1) determines there is endangerment of extinction of the species; or (2) receives a new petition to add the species to the list that includes an analyses concluding that alternative actions are possible other than those resulting in significant, cumulative economic effects.

Averting Loss of Life and Injury by Expediting SIVs Act of 2021 or the Allies Act of 2021 This bill increases the number of special immigrant visas available to qualified Afghan nationals who worked for the U.S. government or the North Atlantic Treaty Organization (NATO) missions in Afghanistan. The bill also relaxes certain qualifications for such visas. Specifically, this bill makes available an additional 8,000 visas for principal aliens under this special visa program, to be available until all such visas have been issued. (The numerical limitations in this program apply only to the principal alien who applies for the visa, not to any accompanying spouse or child.) Under this bill, an alien may qualify based on a credible basis for concern about the possibility of an ongoing serious threat in Afghanistan due to their work with the U.S. government or a NATO mission, where currently the alien must have experienced such a threat. The bill also eliminates a requirement for each applicant to submit a credible sworn statement describing that threat. Furthermore, for an applicant qualifying for a visa by performing duties for U.S. military personnel stationed with a NATO mission, this bill eliminates a requirement that the duties performed qualify as sensitive and trusted duties. If an alien submits a visa application that included an accompanying spouse or child but the alien passes away before the application is granted, the surviving spouse or child shall remain eligible to receive a visa under that application. Currently, a surviving spouse or child retains eligibility only if the application was approved before the alien passed away.

This resolution denounces socialism and opposes the implementation of socialist policies in the United States.

Protecting Life on College Campus Act of 2021 This bill prohibits the award of federal funds to an institution of higher education (IHE) that hosts or is affiliated with a school-based service site that provides abortion drugs or abortions to its students or to employees of the IHE or the site. An IHE that hosts or is affiliated with a site must, in order to remain eligible for federal funds, annually certify that the site does not provide abortion drugs or abortions to students or employees.

Domains Critical to Homeland Security Act This bill authorizes the Department of Homeland Security (DHS) to conduct research and development to identify U.S. critical domains for economic and homeland security and evaluate the extent to which disruption, corruption, exploitation, or dysfunction of any such domain poses a substantial threat to homeland security. The bill defines United States critical domains for economic security as the critical infrastructure and other associated industries, technologies, and intellectual property, or any combination thereof, that are essential to U.S. economic security. DHS may conduct additional research into high-risk critical domains under specified circumstances.

DHS Industrial Control Systems Capabilities Enhancement Act of 2021 This bill requires the Cybersecurity and Infrastructure Security Agency (CISA) to maintain certain capabilities to identify and address threats to industrial control systems. Specifically, the bill requires CISA's National Cybersecurity and Communications Integration Center to ensure that its activities address the security of both information and operational technology, including industrial control systems. Additionally, CISA must maintain capabilities to identify and address threats and vulnerabilities to products and technologies intended for use in the automated control of critical infrastructure processes by (1) leading efforts to identify and mitigate cybersecurity threats to industrial control systems; (2) maintaining threat hunting and incident response capabilities to respond to cybersecurity risks and incidents; (3) providing cybersecurity technical assistance to stakeholders; and (4) collecting, coordinating, and providing vulnerability information to the industrial control systems community. CISA shall provide to the homeland security committees a briefing on its industrial control systems capabilities at specified intervals. The Government Accountability Office must review and report on implementation of the bill's requirements.

Home for the Brave Act of 2021 This bill excludes from income veterans' service-connected disability or death benefits for purposes of determinations made in connection with the Department of Housing and Urban Development's housing assistance programs.
