Search and Rescue Dog Protection Act This bill requires search and rescue dogs to be treated in the same manner as service animals in the event of a federally declared major disaster or emergency.

United States-Mexico Tourism Improvement Act of 2021 This bill directs the Department of State to develop and report to Congress a strategy to improve bilateral tourism between the United States and Mexico and third-party tourism to the two countries. The strategy shall involve dialogue and cooperation between the two governments, and it shall prioritize sectors including hospitality, retail, and cultural education.
Resist Executive Amnesty on Defense Installations Act or the READI Act This bill prohibits the use of a military installation to house an alien who is unlawfully present in the United States or undergoing removal proceedings.
Stop Predatory Organ Trafficking Act of 2021 This bill authorizes the imposition of visa-blocking sanctions on a foreign individual who has committed or facilitated the trafficking in persons for the purpose of organ removal. The Department of State must report to foreign ministries the names of individuals convicted of crimes related to organ purchasing for consideration regarding the issuance of visas to such individuals. The State Department must also submit an annual report to Congress that includes descriptions of (1) the sources, practices, methods, facilitators, and recipients of trafficking in persons for the purpose of organ removal; and (2) State Department and foreign country activities undertaken to address and prevent such trafficking.
Election Protection Act of 2021 This bill establishes certain election security measures and provides grants to states for administering federal elections. First, the bill establishes Election Security Enhancement Units within the Cybersecurity and Infrastructure Security Agency. These units must provide state and local election officials with access to risk management, resiliency, and technical support services provided by election administration and cybersecurity experts. Next, the bill requires a federal entity to promptly share with the Department of Homeland Security (DHS) any information it receives about a security threat to federal elections. DHS must, within 96 hours, review the information and determine whether a security incident occurred. If DHS determines that a security incident occurred, then DHS must notify state and local officials about the incident, with exceptions. The Election Assistance Commission (EAC) must make a grant to each eligible state to administer federal elections. In order to receive such a grant, a state must submit to the EAC certain certifications, including that the state complies with voter registration list maintenance requirements and requires voters to present valid identification. The bill also establishes within the legislative branch the Bipartisan Election Advisory Commission. The commission must study the effects of COVID-19 on the administration and security of elections and the extent of security shortfalls during the 2020 general elections. Further, the commission must report to Congress on recommendations for improving the administration of elections and enhancing the security of elections.
Animal Cruelty Enforcement Act of 2021 This bill establishes a new section in the Environmental and Natural Resources Division of the Department of Justice to enforce federal laws concerning animal cruelty.
Life at Conception Act This bill declares that the right to life guaranteed by the Constitution is vested in each human being at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual comes into being. Nothing in this bill shall be construed to authorize the prosecution of any woman for the death of her unborn child.
