This bill authorizes the Department of Transportation (DOT) to award maritime career training grants to institutions of higher education and postsecondary vocational institutions for the purpose of developing, offering, or improving educational or career training programs for American workers related to the maritime workforce. Each awarded grant may not exceed $20 million. DOT must award grants based on a determination of the merits of the grant proposal submitted by the institution of higher education or postsecondary vocational institution to develop, offer, or improve maritime educational or career training programs to be made available to workers; an evaluation of the likely employment opportunities available to workers who complete a maritime educational or career training program that the institution proposes to develop, offer, or improve; an evaluation of prior demand for training programs by workers in the community served by the institution, as well as the availability and capacity of existing maritime training programs to meet future demand for training programs; and any prior designation of the institution as a Center of Excellence for Domestic Maritime Workforce Training and Education.

Fairness for Craft Beverage Producers Act This bill provides additional economic relief to certain beverage manufacturers in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill gives certain beverage manufacturers (e.g., breweries and wineries that derived at least 35% of their gross annual income during either 2019 or 2020 from in-person sales) access to second draw loans under the Paycheck Protection Program. Further, it makes these beverage manufacturers eligible to receive additional months of subsidized principal and interest payments on certain Small Business Administration loans.

"Six Triple Eight" Congressional Gold Medal Act of 2021 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal in honor of the women of the 6888th Central Postal Directory Battalion (commonly known as the Six Triple Eight) in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II. The medal shall be given to the Smithsonian Institution and made available for display and research.

Wildland Firefighter Recognition Act This bill requires the Office of Personnel Management to develop a distinct wildland firefighter occupational series. The series must apply to the following positions forestry technician; range technician; other positions related to significant prevention, preparedness, control, suppression, or management activities for wildland firefighters; and other positions conducting activities necessary to meet any other emergency incident. The Department of the Interior and the Department of Agriculture must use the series in the advertising and hiring of a wildland firefighter. The bill requires an employee in a wildland firefighter occupational series to receive a pay differential based on the unusual physical hardship or hazardous nature of the position. An individual employed as a wildland firefighter on the date on which the occupational series takes effect may (1) remain in the occupational series in which the individual is working, or (2) be included in the wildland firefighter occupational series.

American Family Act of 2021 This bill modifies the child tax credit to (1) make the credit fully refundable, (2) increase the amount of the credit and allow an additional credit for children who are under six years of age, (3) require the amount of the credit to be adjusted annually for inflation, and (4) require the Department of the Treasury to establish a program for making advance payments of the credit on a monthly basis.

This resolution expresses the sense of the House of Representatives that the U.S. Postal Service should continue door delivery for all customers.

Gym Mitigation and Survival Act of 2021 or the GYMS Act of 2021 This bill establishes a grant program to provide economic support to eligible fitness facilities in response to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill authorizes the Small Business Administration to make initial and supplemental grants to privately owned fitness facilities that primarily provide health or fitness services and that do not offer golf, hunting, sailing, or riding facilities. The total amount of grant funds for a recipient may not exceed $25 million, and the recipient must use these funds for payroll costs, rent or mortgage obligations, and other ordinary and necessary business expenses.

Health Standards To Advance Transparency, Integrity, Science, Technology Infrastructure, and Confidential Statistics Act of 2021 or the Health STATISTICS Act of 2021 This bill requires efforts to standardize reporting of public health data, including for COVID-19 (i.e., coronavirus disease 2019) data. It also expands access to federal databases for health research. Specifically, the Centers for Disease Control and Prevention (CDC) must develop uniform standards for health departments and other entities that report public health data. The Department of Health and Human Services (HHS) may award grants to entities for adopting the uniform standards and otherwise improving their reporting capabilities. Furthermore, the CDC must, in consultation with the National Institutes of Health, establish specific standards within 30 days for reporting COVID-19 data. HHS must also disseminate this data subject to privacy and other requirements. Additionally, the Office of Management and Budget must issue guidance on federal health data collection that covers, for example, ensuring data quality and increasing access to health data for research. The National Center for Health Statistics (NCHS) must carry out a demonstration program to expand an existing program that links different federal data sets for statistical public health research, including research on food insecurity, housing instability, and other social determinants of health. In particular, the program must link to the National Death Index, a database of death records maintained by the NCHS. Finally, the bill requires the CDC to award grants to research entities and public health departments to increase their capacity for conducting statistical public health research.

Hemp and Hemp-Derived CBD Consumer Protection and Market Stabilization Act of 2021 This bill allows the use of hemp, cannabidiol (i.e., CBD) derived from hemp, or any other ingredient derived from hemp in a dietary supplement, provided that the supplement meets other applicable requirements. (Currently, the Food and Drug Administration's position is that CBD products may not be sold as dietary supplements.)

This resolution recognizes the Department of Minnesota Veterans of Foreign Wars for 100 years of dutiful service to veterans across Minnesota.
