Access to Congressionally Mandated Reports Act This bill requires the Government Publishing Office (GPO) to establish and maintain a publicly available online portal containing copies of all congressionally mandated reports. A federal agency must submit a congressionally mandated report and specified information about the report to the GPO between 30 and 45 days after submission of the report to either chamber or to any congressional committee or subcommittee. Upon the written request of the chair of a congressional committee or subcommittee to the GPO, a report submitted to that committee or subcommittee shall not be submitted or published on the portal. Federally chartered corporations, the Government Accountability Office, and any elements of the intelligence community are excluded from the requirements of this bill. The Office of Management and Budget must issue guidance to federal agencies on the bill's requirement for agencies to submit copies of congressionally mandated reports and related information to the GPO.

Construction Consensus Procurement Improvement Act of 2021 This bill prohibits the federal government from using reverse auctions for complex, specialized, or substantial design and construction services. Reverse auctions allow the sellers to bid down the price of a project and typically result in the contractor with the lowest bid winning the contract. The Federal Acquisition Regulatory Council must define complex, specialized, or substantial design and construction services . The General Services Administration shall report to specified congressional committees on this bill's effectiveness.

This resolution denounces socialism and opposes the implementation of socialist policies in the United States.

Made in America Pandemic Preparedness Act This bill establishes a pandemic preparation tax credit and a requirement to maintain in the Strategic National Stockpile a specified amount of personal protective equipment (PPE). The pandemic preparation tax credit is an amount equal to 20% of the qualified expenses paid or incurred by the taxpayer for purposes of producing PPE that qualifies for addition to the Strategic National Stockpile. The bill requires, with some exceptions, that the PPE in the stockpile be produced domestically. If the Department of Health and Human Services (HHS) determines that the requirement is not satisfied, it shall (1) notify specified congressional committees on a quarterly basis, and (2) post each notification on a General Services Administration website. The Office of Management and Budget must work with HHS to report biannually on (1) the inventory of PPE in the Strategic National Stockpile and in stockpiles of other federal agencies and nonfederal entities, and (2) the quantities of PPE that would be required for an array of possible emergencies, including a pandemic or other public health emergency that could last at least a year.

Year-Round Fuel Choice Act of 2021 This bill amends the Clean Air Act to address the limitations on Reid vapor pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. The bill applies the Reid vapor pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol. Thus, the waiver given to E10 gasoline, which allows an increase in the Reid Vapor Pressure volatility, is extended to gasoline blended with more than 10% ethanol.

Broadband for Rural America Act This bill modifies and consolidates Department of Agriculture (USDA) programs for expanding broadband internet in rural areas. Specifically, the bill modifies a program that provides grants, loans, and loan guarantees to support broadband expansion in rural areas. Modifications include revising the criteria used to prioritize applications and projects and changing the name of the program to the ReConnect Rural Broadband Program. Additionally, the bill terminates on June 30, 2022, a Department of Agriculture (USDA) COVID-19 response program that supports broadband expansion in rural areas for distance learning and telemedicine. Any remaining program funds available after the termination date shall be used for the ReConnect Rural Broadband Program. The bill also expands coordination requirements that apply to the Department of Commerce, USDA, the Federal Communications Commission (FCC), and the National Telecommunications and Information Administration. This includes requiring the use of specified FCC maps when assessing a community's access to broadband.

Newborn Screening Saves Lives Reauthorization Act of 2021 This bill reauthorizes through FY2026 and revises several programs and activities relating to newborn screening for certain conditions and genetic, endocrine, and metabolic diseases. Among its changes, the bill reauthorizes and makes mandatory the Hunter Kelly Research Program at the National Institutes of Health, and national surveillance activities conducted by the Centers for Disease Control and Prevention. The bill also aligns statutory requirements for research on non-identified newborn blood spots with federal regulations governing research on human subjects. These blood spots are collected as part of newborn screening programs, and some states make them available for biomedical and public health research. Under current regulations, research on non-identified bio-specimens such as blood spots is not considered to be research on human subjects, to which additional protections apply.

Reopening to address Every COmplete Record request for Devoted Servicemembers Act of 2021 or the RECORDS Act of 2021 This bill directs the Office of the Archivist of the United States to take specified steps to address record request backlogs. Specifically, the office must take actions to ensure that (1) the number of individuals employed by the National Personnel Records Center is equal to or exceeds the number of such individuals employed on March 2, 2020, and (2) the percentage of such individuals regularly reporting to work in person is equal to or exceeds the percentage of such individuals regularly reporting to work in person on that date. The office shall submit to specified congressional committees a report that provides a comprehensive plan to address the record request backlog of the National Personnel Records Center and improve the efficiency and responsiveness of operations at the center, identifies measurable goals with respect to the comprehensive plan and metrics for tracking progress toward such goals, and describes strategies to prevent future record request backlogs.

Merit Systems Protection Board Reauthorization Act of 2021 This bill reauthorizes the Merit Systems Protection Board through FY2026 and modifies its authority. Specifically, the bill requires the board to establish and collect a filing fee to be paid by any individual filing a claim or appeal. The bill requires the board to make a decision in a matter after receiving the written representations of the parties and after an opportunity for a hearing, and the bill authorizes the board to grant a motion for summary judgment. With respect to an appeal from a performance or conduct-based adverse action, the bill prohibits the board from mitigating the personnel action unless it is so disproportionate as to be without justification. Further, the bill requires that all decisions of the agency be supported by substantial evidence. In addition, the bill limits furlough appeals and provides for the reappointment of board members (currently, board members may not be reappointed). The bill also makes the board the arbiter of appeals involving the removal, demotion, or suspension of an employee of the Department of Veterans Affairs.

Flexible Financing for Rural America Act This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA or the Department of the Treasury (in the case of a loan owned by the Federal Financing Bank) must adjust the interest rate on the loan to match certain interest rates for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA or Treasury shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications and for the liquidation of residual intragovernmental amounts owed by the Federal Financing Bank in connection with certain loans.
