Expanding Student Access to Mental Health Services Act

Expanding Student Access to Mental Health Services Act This bill authorizes state and local educational agencies to use Student Support and Academic Enrichment grants to improve mental health services available to students. Specifically, it allows funds to be used for identifying and disseminating best practices for mental health first aid, emergency planning, coordination of services, and telehealth services.

Expressing the opposition of the House of Representatives of providing the vaccination for COVID-19 for detainees at the detention facility at United States Naval Station, Guantanamo Bay, Cuba, before American citizens receive such vaccination.

This resolution expresses the opposition of the House of Representatives to any plans by the Department of Defense to deliver COVID-19 (i.e., coronavirus disease 2019) vaccines to prisoners held at United States Naval Station, Guantanamo Bay, Cuba, until all Americans have had the opportunity to be vaccinated. Additionally, the resolution asserts that the government should prioritize U.S. citizens for COVID-19 vaccinations.

To authorize the use of the rotunda of the Capitol for a memorial service in honor of United States Capitol Police Officer Brian Sicknick for his courage and sacrifice at the United States Capitol on January 6, 2021, and for other purposes.

This bill authorizes the use of the Capitol rotunda on February 3, 2021, for a memorial service honoring Officer Brian Sicknick of the U.S. Capitol Police. The memorial service shall include Officer Sicknick's lying in honor in the rotunda, and the Architect of the Capitol shall place a plaque in honor of Officer Sicknick near the Capitol steps. The Sergeant at Arms of the House of Representatives and the Sergeant at Arms and Doorkeeper of the Senate must make arrangements for funeral services in the Capitol for Officer Sicknick, including payments for travel expenses of immediate family members and the attendance of Members of Congress. The bill also requires that any funds received by the Capitol Police Board in response to the attack on the U.S. Capitol on January 6, 2021, be deposited into the United States Capitol Police Memorial Fund.

BOLIVAR Act

Banning Operations and Leases with the Illegitimate Venezuelan Authoritarian Regime Act or the BOLIVAR Act This bill prohibits an executive agency from entering into a contract for the procurement of goods or services with any person that has business operations with the Maduro regime in Venezuela. The bill lists exceptions, including where vital to U.S. national security or as necessary for purposes of providing humanitarian assistance, disaster relief and other urgent lifesaving measures, or to carry out noncombatant evacuations.

Officer Eugene Goodman Congressional Gold Medal Act

Officer Eugene Goodman Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to U.S. Capitol Police Officer Eugene Goodman for his actions to protect the Senate chamber during the security breach at the U.S. Capitol on January 6, 2021.

To establish the National Commission on the Domestic Terrorist Attack Upon the United States Capitol.

This bill establishes in the legislative branch the National Commission on the Domestic Terrorist Attack Upon the United States Capitol. The commission shall (1) conduct an investigation of the relevant facts and circumstances relating to the attacks on the Capitol of January 6, 2021; (2) identify, review, and evaluate the causes of and the lessons learned from the attacks, relative to detecting, preventing, and responding to such kinds of attacks; and (3) report to Congress and the President.
