Maddy summaryThe Affordable Housing Credit Improvement Act of 2025 would reform the Low-Income Housing Credit program, which provides tax credits to developers of affordable housing. It would increase state allocations based on population with annual cost-of-living adjustments, modify tenant eligibility rules to allow higher income limits for some residents, and add protections for domestic violence victims in housing. The bill would simplify rules for rural and Native American housing projects, clarify credit eligibility requirements, and require greater transparency in program administration. These changes would directly affect developers, property owners, and low-income tenants in housing projects that receive LIHC tax credits.

Maddy summaryHRES 295 is a resolution expressing congressional support for the President's use of the Alien Enemies Act to remove members of Tren de Aragua (designated as a Foreign Terrorist Organization) from the United States. It references the deportation of noncitizens to El Salvador under a prior agreement and affirms the President's authority to detain or deport foreign terrorists. The resolution does not create new laws but endorses specific security actions taken under existing legal authority. It directly relates to the removal of Tren de Aragua members and their transfer to El Salvador's detention facility.
Maddy summaryThis bill, HR 2102 (Major Richard Star Act), allows veterans with combat-related disabilities to receive both full military retired pay and veterans' disability compensation simultaneously, without the previous offset that reduced retired pay. It directly affects veterans already eligible for both benefits due to combat-related injuries, removing the requirement that their retired pay be reduced by the disability compensation amount. The key provision amends Title 10 and Title 38 to eliminate the offset rule (sections 5304 and 5305 of Title 38) for these veterans. The change applies to payments starting after the bill’s enactment date, effective for all qualifying veterans. This is a policy change to increase financial support for affected veterans, not a new benefit.
Maddy summaryThis bill creates a new Medicare payment model (the "Comprehensive Alternative Response for Emergencies Model") that allows Medicare Part B to cover ground ambulance services provided in response to emergency medical calls *without* a full transport. It directly affects Medicare beneficiaries receiving emergency ambulance care and ambulance providers, ensuring they are paid for services like dispatch and initial response that don't include transport. The model requires payment rates to align with standard transport payments, mandates compliance with state protocols, and operates for a 5-year test period. A report by the Comptroller General will evaluate the model's impact on beneficiary access, outcomes, and regional differences after 4 years.
Sanctioning Russia Act of 2025 This bill imposes penalties on certain persons (individuals and entities) if the President determines that the Russian government or a person acting at Russia's direction is involved with (1) refusing to negotiate a peace agreement with Ukraine; (2) violating a negotiated peace agreement; (3) initiating another invasion of Ukraine; or (4) overthrowing, dismantling, or seeking to subvert the Ukrainian government. If the President makes such a determination, the bill requires certain actions including the President must impose visa- and property-blocking sanctions on specified persons such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides defense items to the Russian armed forces; the President must increase the rate of duty on all goods and services imported from Russia into the United States to at least 500% relative to the value of such goods and services; the President must increase the rate of duty on all goods and services imported into the United States from countries that knowingly engage in the exchange of Russian-origin uranium and petroleum products to at least 500% relative to the value of such goods and services; the Department of the Treasury must impose property-blocking sanctions on any financial institution organized under Russian law and owned wholly or partly by Russia, and any financial institution that engages in transactions with those entities; and the Department of Commerce must prohibit the export, reexport, or in-country transfer to or in Russia of any U.S.-produced energy or energy product.
Maddy summaryThe SHORT Act (HR 2395) redefines federal firearm definitions to exclude antique and collector firearms from being classified as firearms, and removes distinctions between short-barreled rifles and shotguns in federal regulations. It prevents state laws from imposing taxes or registration requirements on short-barreled rifles and shotguns, requiring state rules to align with federal compliance instead. The bill also mandates the federal government to destroy specific records related to these firearms within one year of enactment.
Maddy summaryHR 2457, the Mining Schools Act of 2025, establishes a competitive grant program to fund education and training programs for the U.S. mining industry. It directs the Secretary of Energy to award up to 10 annual grants to eligible "mining schools" - defined as accredited engineering programs (including Tribal Colleges) or specific geology/engineering departments at public universities in states with significant mining GDP - to recruit students and enhance curriculum. Grants must support education in critical areas like critical mineral extraction, environmental reclamation, rare earth element processing, and reducing reliance on foreign mineral supplies. The program requires geographic diversity in grant selection and mandates an advisory board (with industry and academic members) to review applications and ensure funds are used for specified educational purposes, with no new federal funds authorized.
Maddy summaryThis bill protects pregnancy centers that provide non-abortion services from federal discrimination. It prohibits government entities and recipients of federal funds from forcing these centers to offer, refer for, or promote abortions, or from restricting their life-affirming services like pregnancy testing, counseling, or baby supplies. The law creates a legal path for affected centers to sue if they face retaliation for declining abortion-related activities. It amends federal health law to explicitly shield such organizations from being penalized for their stance.
Maddy summaryThe FOCA Act of 2025 prohibits federal agencies from requiring or banning contractors from using union agreements in construction project bids or contracts. It directly affects federal agencies, contractors, and subcontractors working on federally funded or assisted construction projects (like buildings or infrastructure). The law requires bid documents to not favor or penalize contractors based on whether they have union agreements, aiming to promote open competition and prevent discrimination. This changes how agencies structure bids but does not affect union agreements themselves. The bill applies to all new contracts and subcontracts after enactment, with limited exemptions only for public health/safety emergencies or national security.
Resident Education Deferred Interest Act or the REDI Act This bill allows borrowers in medical or dental internships or residency programs to defer student loan payments until the completion of their programs.
