Requires party to nominate between three and five qualified persons to fill vacancy when vacancy occurs in partisan elective statewide office and individual last elected to office was affiliated with major political party. Requires Governor to select one of nominated persons for appointment. Establishes timelines for nomination and appointment.

Requires that , to extent provided in Oregon Liquor Control Commission rules, wine using American viticultural area in this state as appellation of origin or implying American viticultural area as source be produced entirely from grapes grown in that American viticultural area. Creates exception. Authorizes Oregon Liquor Control ] commission to grant variance or temporary exemption for specified cause and to exempt American viticultural areas from requirement ]. Applies to wine labeled on or after January 1, 2023 ] 2030 . Eliminates most variance authority for wines bottled on or after January 1, 2035. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2023 ] 2030 . Requires commission to adopt rules establishing penalty schedule for labeling requirement. Exempts equipment run on recirculating water systems from ban on in-stream placer mining in salmonid habitat.

Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.

Modifies intake conditions for motorized suction dredge in motorized in-stream placer mining.

Provides that State Treasurer may not recommend prudent maximum amount of lottery bonds that would cause combined existing and proposed lottery bond debt service to exceed 25 percent of unobligated net lottery proceeds.

Provides that school districts and education service districts are not authorized to issue bonds to finance pension liabilities.

Declares policy of state to use zero-based budgeting in developing biennial budget plan. Requires state agencies to include information justifying proposed expenditures in agency request budgets filed with Oregon Department of Administrative Services. Applies to biennia beginning on or after July 1, 2021.

Requires that , to extent provided by Oregon Liquor Control Commission rules, if wine labeled with American viticultural area in Oregon is labeled with single grape variety as type designation, wine must meet specified content requirements. Authorizes Oregon Liquor Control Commission to exempt wine varieties or American viticultural areas from requirement. ] Requires commission to make requirements applicable to wine with labels identifying Willamette Valley viticultural area and American viticultural areas wholly or partly within Willamette Valley viticultural area. Creates exception. Requires commission to classify certain grape varieties as exempt from content requirements. Authorizes commission to exempt additional grape varieties by rule. Prohibits identifying Pinot noir as exempt grape variety. Establishes content requirement for wine from exempt grape varieties. Establishes default content requirement for wines not subject to other content requirements. Applies ] Makes content requirements applicable to wine labeled on or after January 1, 2023. Modifies annual salaries of judges of Supreme Court, Court of Appeals, circuit courts and Oregon Tax Court. Provides that, beginning on July 1, 2021, annual salaries of judges may not be less than specified percentage of annual salary of judge of United States District Court. Eliminates provision connecting salaries of members of Legislative Assembly and circuit court judges. Declares emergency, effective on passage.
