Requires Higher Education Coordinating Commission to design question allowing each student to identify whether student is parent or person acting as parent or legal guardian that will be placed on all forms used ] one or more forms used on annual basis to collect demographic information by public post-secondary institutions of education. Requires each public post-secondary institution of education to make data available to commission. Requires commission to establish format and time frame for collection and reporting of demographic data, to evaluate public post-secondary institution of education compliance with collecting and providing data and to report to each regular session of Legislative Assembly on status of collecting and providing data.
Creates crime of patronizing a trafficked child. Punishes by maximum of 10 years' imprisonment, $250,000 fine, or both, if victim is child under 18 years of age. Punishes by maximum of five years' imprisonment, $125,000 fine, or both, if conviction is based on offer by or to law enforcement officer posing as child under 18 years of age. Directs Oregon Criminal Justice Commission to classify offense as person felony in specified crime category. Excludes certain evidence of past behavior of alleged victim or witness in prosecution for patronizing a trafficked child. Authorizes ex parte order for interception of communications when probable cause for patronizing a trafficked child exists. Adds crime of patronizing a trafficked child to definition of sex crime for purposes of sex offender registration. Adds crime of patronizing a trafficked child to list of crimes constituting racketeering activity. Adds allowing child to patronize a trafficked child to definition of child abuse. Repeals crime of purchasing sex with a minor.
Requires school districts to describe amount of moneys received from local, state, federal and other sources for each student of school district and to make information available at school district's office and on school district's website.
Urges U.S. Army Corps of Engineers to consider recreation, fish passage, downstream water use, irrigation and other variables in management of Big Cliff Dam and Detroit Reservoir.
Requires Department of Transportation to give preference to procuring wood products that are sourced, fabricated or processed within this state for all public improvement projects or public works projects for which department advertises or solicits bid or proposal for public contract. Becomes operative on January 1, 2020. Takes effect on 91st day following adjournment sine die.
Amends definitions of "actual conflict of interest" and "potential conflict of interest" to apply to members of public official's household, rather than to all relatives of public official.
Prohibits use of gillnets and tangle nets for fishing. Excludes Indian fishing rights from prohibition. Establishes gillnet transition program and Gillnet Transition Fund to help offset harm to permit holders resulting from prohibition on gillnets and tangle nets for fishing. Declares emergency, effective on passage.
Transfers duties, functions and powers of State Department of Fish and Wildlife relating to tax exemption for riparian land, special assessment for qualified wildlife habitat, identification or designation of threatened or endangered species, exception of nongame wildlife and forest health policies to Oregon Watershed Enhancement Board. Transfers duties, functions and powers of State Department of Fish and Wildlife relating to determining wolf depredation on livestock for tax credit or compensation payment purposes to State Department of Agriculture. Changes description of State Department of Fish and Wildlife duties, functions and powers. Renames State Department of Fish and Wildlife to Oregon Fish and Game. Renames Wildlife Division of department to Game Division. Changes title of State Fish and Wildlife Director to State Fish and Game Director.
Establishes criteria for determining existence or lack of new ground water use impairment or interference with water right having earlier priority date.
