Relating to legislative approval of administrative rules; prescribing an effective date.

Modifies the existing administrative rule review process to require legislative approval of newly adopted administrative rules in order for the rules to take effect. Establishes a process by which rules receive legislative consideration and approval or rejection. Takes effect only upon the approval of the constitutional amendment proposed by ___ Joint Resolution ___ (2025) (LC 1900), and applies to rules adopted by state agencies on or after January 1, 2027.

Relating to the creation of credits for the restoration of salmon habitat; prescribing an effective date.

Directs the Department of State Lands, in consultation with the State Department of Fish and Wildlife, to develop a salmon credit pilot program to encourage the voluntary restoration of salmonid habitat in the Coquille and Coos watershed basins. Establishes the Salmon Credit Trust Fund. Directs the Department of State Lands and the State Department of Fish and Wildlife to consult with the United States Army Corps of Engineers to seek federal authorization for a bank instrument and activities that occur in navigable waters of the United States. Becomes operative on the date that the federal authorization and bank instrument are approved. Provides that the Department of State Lands may not approve a salmon credit project on or after January 2 of the sixth year following the federal authorization. Takes effect on the 91st day following adjournment sine die.

Relating to removal-fill permits; declaring an emergency.

Exempts removal-fill projects from the requirement to obtain a permit from the Department of State Lands if the person is required to and does obtain a permit from the United States Army Corps of Engineers. Declares an emergency, effective on passage.

Relating to drug endangered children.

Directs the Superintendent of State Police to establish a division for the purpose of identifying and implementing ways to better serve and protect drug endangered children. Directs the superintendent to appoint a director of the division.

Proposes an amendment to the Oregon Constitution to require a vote of at least two-thirds of all members elected to each House of the Legislative Assembly to pass bills during an even-numbered year regular session of the Legislative Assembly. Refers the proposed amendment to voters for their approval or rejection at the next regular general election.

Relating to participation in athletic competitions according to biological sex.

Requires school districts to designate athletic competitions and extracurricular sports according to biological sex. Prohibits biological males from participating in athletic competitions or extracurricular sports designated for biological females. Provides causes of action for students and school districts.

Relating to state forest lands.

Directs the State Board of Forestry to convey certain state forest lands to a county that determines that the county would secure the greatest permanent value of the lands to the county and requests conveyance.

Relating to addressing wildfire originating on federal lands.

Instructs the forester, or a forest protective association or agency that is under contract or agreement with the State Board of Forestry for the protection of forestland against fire, and whose protection area is or may be affected by a fire on nearby federal lands, to take certain actions to address the fire.
