Prohibits public bodies and private entities from requiring person to receive COVID-19 vaccination or to possess COVID-19 immunity passport, immunity pass or other evidence certifying COVID-19 vaccination or immunity status. Prohibits public bodies and private entities from discriminating against person based on non-receipt of COVID-19 vaccination or failure to possess COVID-19 immunity passport, immunity pass or other evidence certifying vaccination or immunity status. Prohibits public bodies and private entities from interfering with certain rights on account of risks presented by COVID-19 pandemic. Declares emergency, effective on passage.

Creates credit against personal income taxes for amounts paid as interest on qualified education loans. Applies to tax years beginning on or after January 1, 2021, and before January 1, 2027. Takes effect on 91st day following adjournment sine die.

Directs Department of Human Services to provide person having legal custody of child with explanation for child's removal and description of expected remedial steps person must take for child's return.

Provides that agency may not use amended rulemaking filing to correct failure to comply with requirement to include citation of statutory or other legal authority relied upon and bearing upon promulgation of rule.

Establishes income tax credit for forgiveness by landlord of tenant's nonpayment of rent or other charges ] amount of unpaid rent forgiven by landlord and certified by Housing and Community Services Department . Subtracts from federal taxable income tenant's discharge of indebtedness income attributable to landlord's forgiveness of nonpayment ] unpaid rent . Takes effect on 91st day following adjournment sine die.

Proposes amendment to Oregon Constitution to require bills, amendments and other legislative measures to be published and accessible by public at least 24 hours before legislative committee or joint committee takes action on bill, amendment or other measure. Permits legislative committee or joint committee to suspend 24-hour publication requirement upon two-thirds vote in favor of suspension. Refers proposed amendment to voters for their approval or rejection at next regular general election.

Removes requirement that only elector who has personally printed copy, or requested that separate person print copy, of electronic signature sheet for petition or prospective petition may sign signature sheet. Removes requirement that template for electronic signature sheet must include final measure summary, ballot title and full and correct copy of measure to be initiated or referred.

Provides that when state agency is required by statute to mail notice to person, and agency has on file post office box address, agency must mail notice to post office box address.

Directs Housing and Community Services Department to study issues relating to tenants who are victims of crimes and report to appropriate committee or interim committee of Legislative Assembly on or before September 15, 2022. Sunsets December 31, 2022.

Declares that policy of state is to include atmospheric carbon sequestered by lands and waters of state in calculation to determine progress towards greenhouse gas reduction goals.
