Relating to abortion restrictions; prescribing an effective date.

Prohibits abortion unless health care provider first determines probable gestational age of unborn child, except in case of medical emergency. Defines "abortion" and "health care provider." Prohibits abortion of unborn child with probable gestational age of 15 or more weeks, except in case of medical emergency. Allows specified persons to bring action against health care provider for violations. Requires health care provider who performs or induces, or attempts to perform or induce, abortion to file report with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion. Allows specified persons to bring cause of action for actual and punitive damages and injunctive relief against health care provider for violation. Takes effect on 91st day following adjournment sine die.

Relating to sex offenders.

Requires that sex offender risk assessment methodology take into consideration specified information. Provides that victim may request reclassification of sex offender into risk level within three years of initial classification, or within five years when certain circumstances exist. Directs Department of State Police to include on sex offender website full address for level three sex offenders and photo, city and zip code for level one and level two sex offenders. Appropriates moneys to State Board of Parole and Post-Prison Supervision for conducting sex offender risk reassessments at victim request. .

Proposing amendment to Oregon Constitution relating to the Fund for Student Success.

Proposes amendment to Oregon Constitution to prohibit expenditure of moneys received by Fund for Student Success for any purpose other than as appropriated in chapter 122, Oregon Laws 2019, or expended for allowable purposes but in different proportion than authorized in chapter 122, Oregon Laws 2019. Refers proposed amendment to people for their approval or rejection at special election held on same date as next primary election.
