Proposing amendment to Oregon Constitution relating to the authority of the Legislative Assembly to enact law permitting a court to impose temporary restraints on legislators or elected officials.

Proposes amendment to Oregon Constitution to authorize Legislative Assembly to enact laws permitting court to temporarily exclude legislator or other elected official from Capitol or other workplace if court determines physical presence of legislator or other elected official creates hostile environment for others in Capitol or other workplace. Refers proposed amendment to people for their approval or rejection at next regular general election.

Relating to residential peer support for individuals with mental illness who are in crisis; declaring an emergency.

Provides funding to peer-run organizations in Portland metropolitan area, southern Oregon region and eastern and central Oregon region to operate peer respite centers to provide peer respite services to individuals with mental illness who experience acute distress, anxiety or emotional pain. Requires Oregon Health Authority to adopt criteria for peer respite centers that receive funding and to monitor compliance. Declares emergency, effective on passage.

Relating to state building code administration.

Changes qualification process for building officials and inspectors. Requires testing and evaluation of qualifications by independent accrediting entity based on comparison to nationwide or multistate standards. Requires issuance of license to qualified applicant except for specified reasons or other good cause. Authorizes appointment or employment of licensee as building official or inspector without further approval process. Applies to licenses applied for on or after January 1, 2021. Requires Director of Department of Consumer and Business Services to identify parts of plumbing specialty code and electrical specialty code appropriate for inspection by specialized building inspectors. Requires adoption of statewide standards for plan review, permits, inspections standards and procedures and certificates of occupancy. Establishes conditions for department adoption of temporary rules. Establishes conditions prohibiting or allowing building official or inspector performance of other professional services in regard to construction or property development. Revises definition of inspector to include service providers not employed by municipality. Allows holder of lapsed authorization as specialized building inspector regarding plumbing specialty code or electrical specialty code to obtain specialized building inspector license upon payment of license fee. Creates exception. Requires filing license application before January 1, 2022.

Relating to unclaimed lottery winnings.

Requires Oregon State Lottery, in event of error, malfunction or failure ] systemwide event that causes winnings to go unclaimed, to stop use of faulty equipment or software and attempt to pay unclaimed winnings to players. Requires Oregon State Lottery to make biennial estimate of amount of winnings remaining unclaimed due to error, malfunction or failure ] systemwide event . Allocates amount equal to such estimate to Problem Gambling Treatment Fund.

Relating to post-secondary student financial aid; declaring an emergency.

Directs Higher Education Coordinating Commission to establish Oregon work study pilot program to assist post-secondary students. Sunsets program on January 2, 2023. Directs commission to conduct study on post-secondary students' access to basic necessities and submit report to interim committees of Legislative Assembly related to higher education no later than September 15, 2020. Declares emergency, effective July 1, 2019.

Relating to crimes committed against vulnerable persons.

Provides that person commits crime of endangering the welfare of a minor by exposing person under 18 years of age to unlawful activity involving controlled substances. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Increases mandatory minimum sentence to 300 months imprisonment, and expands term of post-prison supervision to rest of person's life, for person convicted of assault in the first degree against child under six years of age. Expands definition of physical injury in Oregon Criminal Code to include certain physical conditions when injured person is 10 years of age or younger or 65 years of age or older. Requires that sexually explicit material involving minor remain in control of law enforcement agency throughout criminal proceeding, provided that material is made reasonably available to defendant.

Relating to voting at primary elections.

Permits person who will be 17 years old on date of primary election and 18 years old on date of general election to vote at primary election for candidates of major political party with which person is affiliated if major political party has adopted rule to this effect. Appropriates moneys from General Fund to Secretary of State for purpose of printing and counting additional ballots.

Relating to pest management; prescribing an effective date.

Establishes Task Force on Integrated Pest Management to study coordination of integrated pest management in public universities and state agencies. Requires report to interim committee of Legislative Assembly related to public health not later than September 15, 2020. ] Sunsets December 31, 2020. ] Requires Integrated Pest Management Coordinating Committee to make available to public specified meeting materials and provide opportunities for public comment on biennial report to interim committee of Legislative Assembly. Allows Higher Education Coordinating Commission to accept funds on behalf of committee. Establishes Integrated Pest Management Fund. Takes effect on 91st day following adjournment sine die.
