Relating to program providing financial assistance to recipients who receive supplemental nutrition assistance; declaring an emergency.

Requires Department of Human Services to adopt by rule program that provides financial assistance to recipients of supplemental nutrition assistance for purchasing locally grown fruits and vegetables from participating farmers' markets, farm share sites and retail outlets. Requires program match amounts that recipient spends on certain eligible foods. Appropriates moneys from General Fund to department to implement program. Declares emergency, effective on passage.

Relating to homeless shelters.

Directs Housing and Community Services Department to conduct study to estimate amount of additional homeless shelter capacity necessary in each county and cost of building or acquiring such capacity. Directs department to submit report on findings to Legislative Assembly by January 1, 2021.

Relating to political communications.

Prohibits expenditures from caucus political committees that are coordinated with candidates for office of state Senator or state Representative from qualifying as independent expenditures. Requires caucus political committee to receive signed consent form from candidate for office of state Senator or state Representative before caucus political committee makes expenditure other than independent expenditure in support of or in opposition to candidate. Permits Secretary of State to impose fine of up to $10,000 for each instance of caucus political committee incorrectly identifying independent expenditure as expenditure made in coordination with candidate for office of state Senator or state Representative. Requires independent expenditures in support of or in opposition to clearly identified candidate to include statement "This independent message was paid for and produced without the knowledge, consent or cooperation of any candidate."

Relating to use of campaign funds.

Explicitly authorizes political contributions received by candidate, principal campaign committee of candidate or principal campaign committee of holder of public office to be used to defray caregiving expenses for relative of candidate or office holder if expenses would not exist without campaign activity or holding of public office.

Relating to abbreviated school days; declaring an emergency.

Directs Department of Education to conduct evaluation and administer pilot program related to abbreviated school day programs. ] Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2020. ] Sunsets December 31, 2020. ] Directs Department of Education to develop and provide system of supports and technical assistance for school districts that is related to abbreviated school day programs for students with individualized education program. Prescribes requirements of system. Declares emergency, effective on passage ] July 1, 2019 .
