Sen. Sara Gelser Blouin

Establishes the Task Force on Municipal Solid Waste in the Willamette Valley. Directs the task force to submit a report to the interim committees of the Legislative Assembly related to the environment no later than December 15, 2026. Sunsets the task force on December 31, 2026. Takes effect on the 91st day following adjournment sine die.

Modifies the requirements for investigations of a residential care facility following a complaint of a licensing violation. Prohibits exceptions to statutory licensing requirements for residential care facilities. Requires a residential care facility to notify a resident's designated contact person of a substantiated licensing violation or abuse finding or of the facility's placement in the enhanced oversight and supervision program. Requires an applicant for a license to operate a residential care facility, if the applicant does not have experience in the operation or management of a residential care facility, to contract with an experienced consultant or management company. Adds new requirements for obtaining a license to operate a residential facility or an adult foster home. Requires the Department of Human Services and the Oregon Health Authority to inspect residential facilities and adult foster homes under certain conditions. Permits the department to extend the duration of an adult foster home license to two years if the department determines that the home has been in substantial compliance for three consecutive years.

Requires courts to delay residential eviction trials for nonpayment until at least 90 days following [ approval of ] defendants' motion and declaration regarding their health-related social needs housing supports. Requires the Judicial Department to make conforming updates to the nonpayment termination notice. Becomes operative on September 1, 2025. Sunsets on September 28, 2027. Requires the Housing and Community Services Department to prioritize housing funding for children under 12 months of age and to annually report to the interim committees of the Legislative Assembly related to housing on the rate of children experiencing unsheltered homelessness. Declares an emergency, effective on passage.

Requires certain health insurers, the Oregon Educators Benefit Board and the Public Employees' Benefit Board to cover treatment for perimenopause, menopause and postmenopause.

Changes the name of the Family Sentencing Alternative Pilot Program to the Family Sentencing Alternative Program. Makes the program permanent. Modifies eligibility requirements for the program to include all sentences for which a defendant is eligible for a downward dispositional departure. Declares an emergency, effective on passage.

] Allows [ the Marion County ] a county court or board of county commissioners in any county to establish a justice of the peace district that includes the county seat. Increases the personal payment that may be charged for marriage solemnization and directs the State Court Administrator to adjust the payment amount to reflect changes in the Consumer Price Index.

Creates workplace violence prevention requirements for certain health care entities. Excludes the Oregon State Hospital from such requirements. Requires the Department of Consumer and Business Services to prepare and submit a consolidated report of workplace violence incidents. Requires certain health care employers and home care settings to take certain actions to protect workers against risks of violence and other safety-related risks.

] Directs the State Board of Education to ensure that [ academic content standards for core subjects include sufficient instruction on the causes and effects of climate change and strategies for responding to such causes and effects ] any revisions to the academic content standards for certain core subjects include standards that address the causes and effects of climate change and strategies for mitigating, adapting to and strengthening community resilience to those causes and effects . Applies to academic content standards that are reviewed and revised on or after the effective date of the Act.

Requires that a school integrated pest management plan be reviewed at least once every five years . [ and made available to the public on a website. Provides that a low-impact pesticide list shall be included in an integrated pest management plan. ] Requires that the school integrated pest management plan and the list of low-impact pesticides be made available to the public on a website.

Establishes a community-based perinatal services access program to increase access to culturally specific and culturally competent community-based services during the perinatal period. Expands coverage in the medical assistance program and under health insurance policies for services provided by doulas, lactation counselors and lactation educators. Directs the Health Licensing Office to adopt rules to regulate the practice of lactation counselors and lactation educators.
