Relating to resales of residential property; prescribing an effective date.

Requires reseller that purchases residential property for subsequent resale to provide buyer with supplemental property disclosure statement concerning improvements to residential real estate and related information. Specifies contents of supplemental property disclosure statement and date by which reseller must deliver supplemental property disclosure statement to buyer. Provides that failure to provide supplemental property disclosure statement to buyer entitles buyer to rescind offer to buy residential real estate. Specifies that buyer may presume that person that sells residential property is reseller and must provide supplemental property disclosure statement if person purchased residential property not more than one year before listing residential property for sale and did not occupy or rent residential property to another person before listing residential property for sale or vacated residential property while work occurred on improvement and did not reoccupy or rent residential property to another person before listing residential property for sale. Takes effect on 91st day following adjournment sine die.

Relating to trauma-induced injuries.

Requires Oregon Health Authority to conduct study and develop recommendations for classification system for traumatic brain injuries and training for first responders and law enforcement in identifying symptoms of traumatic brain injuries, acquired brain injuries and post-traumatic stress syndrome and training on appropriate referrals for services and treatment. Sunsets January 2, 2025.

Relating to statewide education plans; declaring an emergency.

Directs Department of Education to develop and implement statewide education plan for students who are eligible for special education and who have experienced disproportionate results in education due to historical practices. Requires school districts to establish special education advisory council. Authorizes use of moneys from Student Investment Account for councils. Requires all statewide education plans to include strategies that provide for alignment with other statewide education plans. Declares emergency, effective July 1, 2023.

Relating to funding for crisis response services; declaring an emergency.

Requires Oregon Health Authority to study potential pathways for local governments and nonprofit providers to receive Medicaid reimbursement directly for crisis response services. Directs authority to submit findings to interim committees of Legislative Assembly related to health not later than September 15, 2024. ] Establishes Nonviolent Crisis Intervention and Safe Communities Fund and appropriates moneys in fund to Department of Human Services for specified purposes related to expanding access to training in public programs, school districts and education service districts on nonviolent crisis intervention methods. Establishes Safe School Culture Grant program in Department of Education for purposes of developing network of instructors certified in nonviolent crisis intervention methods to train school district and education service district staff to be certified in nonviolent crisis intervention methods. Specifies requirements for recipients of grants. Requires grants to be awarded by July 1, 2024. Requires school districts and education service districts that receive grants through Safe School Culture Grant program to report specified data to Department of Education related to trainings funded with grants. Declares emergency, effective July 1, 2023.

Relating to child sexual abuse prevention instructional programs.

Requires Department of Education to provide grants to school districts to carry out school district's child sexual abuse prevention instructional program. Requires department to submit to interim committees of Legislative Assembly related to education report on status and impact of grants. Requires department to create, fill and utilize one full-time equivalent position to oversee and administer grants and ensure school districts comply with requirements. Establishes Erin's Law Grant Fund for purposes of providing grants. Requires department to provide technical assistance to school districts in adoption and implementation of child sexual abuse prevention instructional program. Appropriates moneys from General Fund to department for deposit in Erin's Law Grant Fund for biennium beginning July 1, 2023.

Relating to the cost of health care.

Requires insurer, pharmacy benefit manager, Public Employees' Benefit Board, Oregon Educators Benefit Board and health care service contractor to count payments made by or on behalf of enrollee for costs of certain prescription drugs when calculating enrollee's contribution to out-of-pocket maximum, deductible, copayment, coinsurance or other cost-sharing for drugs.
