Adds licensed mental health professionals , naturopathic physicians and pharmacists and certified medical laboratory scientists and medical laboratory technicians to types of providers eligible for tax credit allowed to rural medical care provider. Removes requirement of hospital consulting privileges applicable to optometrist claiming credit. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Establishes limits on campaign contributions that may be accepted by candidates and political committees. Requires political committee to identify as caucus, measure, multicandidate, political party, recall or small donor political committee. Prohibits person from controlling more than one of each committee. Authorizes Secretary of State and Attorney General to require return of contribution excess of limits and impose civil penalty up to 100 percent of total amount of contribution. Repeals Ballot Measure 47 (2006), currently held in abeyance, which establishes limits on political campaign contributions and independent expenditures on candidate races and establishes certain campaign finance disclosure requirements. Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Allows resident taxpayers to designate contribution to Small Donor Elections Fund on income tax return form. Directs most election law penalties to Small Donor Elections Fund. Becomes operative on November 4, 2026. Refers Act to people for their approval or rejection at next regular general election. .

Creates tax credit for contributions to publisher of local journalistic publication. ] Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. ] Directs Oregon Department of Administrative Services to issue one-time ] grants for purposes related to supporting Oregonians' local news and information needs ] to specified recipients . Directs recipients to convene work group to carry out specified duties related to local journalism. Sunsets January 2, 2026.
Amends allowable purposes of Emergency Housing Account to include account moneys to be used for grants to assist pets ] companion animals of individuals experiencing or at risk of homelessness. Appropriates moneys to account from General Fund for those purposes. Requires Housing and Community Services Department to report on use of funds to interim committee of Legislative Assembly on or before September 15, ] December 31, 2024. Declares emergency, effective July 1, 2023.

Requires Oregon Health Authority to provide community-based services and supports to individuals with complex mental or behavioral health needs who are under 21 years of age. Specifies services. Requires authority to contract with one or more community-based entities to assist individuals and their parents, guardians or legal representatives in recruiting and supervising providers of services and supports and in directing services and supports. Declares emergency, effective on passage.
Prohibits person from advertising or representing to resident of this state through words, symbols or other oral or written communications in any medium that person operates as treatment center or provides or offers to provide treatment service in return for valuable consideration unless person has license, registration, certification or other authorization from Oregon Health Authority that authorizes person to operate as treatment center or provide particular treatment service and under which person must adhere to specified standard of care. Requires each of person's principals, employees, agents or contractors that provide or offer to provide treatment service directly to another person to have license, registration, certification or other authorization from authority or from state agency, commission or board under which principal, employee, agent or contractor has legal right, subject to adherence with specified standard of care, to provide particular treatment service. Takes effect on 91st day following adjournment sine die.
Directs Department of Education to develop statewide training program to provide training to school district personnel on providing special education services and support for students with disabilities. Takes effect on 91st day following adjournment sine die.
