Relating to exceptions to abbreviated school day requirements for schedules for which a determination of the satisfaction of high school graduation requirements must be made; and declaring an emergency.

Digest: The Act allows petitions for certain abuse court orders to be filed in the county in which the abuse occurred. The Act also changes an element of a crime related to violating privacy. Relating to fraudulent misrepresentation by employers to reduce workers' compensation premiums; declaring an emergency.

Digest: The Act would make it a crime for an employer to file a false payroll report to lower its workers' comp premium. (Flesch Readability Score: 69.1). [ Digest: The Act would make it a crime for an employer to report false data in order to lower its workers' comp premium. (Flesch Readability Score: 65.2). ] [ Creates the crime of fraudulent misrepresentation by an employer to an insurer of certain employee-related data with the intent to decrease the employer's workers' compensation insurance premium. Punishes by a maximum fine of $125,000 plus specified forms of restitution. ] Provides that an employer commits a Class A misdemeanor if the employer knowingly submits a false payroll report with the intent to decrease the employer's premium for workers' compensation insurance. Punishes by a maximum of 364 days' imprisonment, a $6,250 fine, or both. Declares an emergency, effective on passage.

Relating to in-home service providers.

Digest: The Act requires OHA and DHS to contract with no more than two agencies to provide agency with choice services. The Act defines the services that must be provided and the rights of individuals who receive the services. The Act requires the OHA and DHS to adopt certain rules. The Act requires people who provide agency with choice services to report any suspected child abuse or neglect to the proper powers that be. (Flesch Readability Score: 61.9). Requires the Department of Human Services and the Oregon Health Authority to contract with no more than two agencies to provide agency with choice services to individuals who are older adults or who have disabilities. Specifies the duties of the agency providing agency with choice services and rights of the individuals who are receiving agency with choice services. Requires the department and the authority to adopt rules that contain specified provisions. Specifies that all agency with choice providers are mandatory reporters of abuse or neglect.

Relating to children's advocacy centers; declaring an emergency.

Digest: The Act protects a children's advocacy center from legal action for looking into the abuse of a child if a nationwide group says that the center meets certain standards. The Act protects the center's employees, too. The Act does not protect a center from legal action based on its employees' adverse treatment of a person on the basis of a protected class. The Act goes into effect when the Governor signs it. (Flesch Readability Score: 61.6). Grants certain immunities to children's advocacy centers and to employees and designated agents of children's advocacy centers. Requires applicants for funds to establish and maintain a children's advocacy center to include evidence of the center's accreditation with a nationally recognized organization. Digest: The Act tells the OHA to adjust its school-based health center grants for inflation. The Act tells the OHA to issue grants and take other actions to increase school-based health services. Directs the authority to issue grants for the planning and operation of school-based health services. Relating to expansion of behavioral health workforce; declaring an emergency.

Digest: Gives money to a state agency to give to some colleges to help train more mental health workers. (Flesch Readability Score: 71). Digest: Makes the office charged with helping persons who are new to the U.S. and Oregon award contracts to entities to provide the persons with support services. Creates a council to advise the office on the support services. Makes the office conduct an annual audit of groups providing the support services. (Flesch Readability Score: 61.3). Requires the Office of Immigrant and Refugee Advancement to contract with entities to provide eligible newcomers with case management, short-term and long-term support services. Defines "eligible newcomers." Creates an advisory council to serve as a forum for sharing information and to advise the office on the provision of the support services.
