Sen. Sara Gelser Blouin

Directs the Executive Officer of the Commission on Indian Services to provide training on tribes and tribal relations at least once per calendar quarter. Requires all members of the Legislative Assembly and all legislative staff to attend the training at least once annually. Takes effect on the 91st day following adjournment sine die.

Allows a motorcycle operator to travel between lanes of traffic under certain conditions. Increases the penalty for committing the offense of motorcycle or moped unlawful passing in a lane with a vehicle. Punishes a violation by a maximum $2,000 fine.

Appropriates moneys to the Oregon Department of Administrative Services for the purpose of providing a grant to the City of Adair Village to construct a wastewater treatment facility. Takes effect on the 91st day following adjournment sine die.

Requires health insurance coverage of specified fertility services and treatments with exemption for certain insurers. Directs the Oregon Health Authority and the Department of Consumer and Business Services to study access to fertility and reproductive endocrinology services and report findings to the interim committees of the Legislative Assembly related to health. Declares an emergency, effective on passage.

Removes provisions prohibiting a county court or board of county commissioners from establishing a justice of the peace district that includes the county seat or city in which a circuit court regularly holds court.

Establishes the open enrollment process for school districts to allow students to attend schools in a nonresident school district with the consent of the receiving school district.

Directs an insurer to consider only specified information in determining rates for a motor vehicle liability insurance policy. Prohibits an insurer from considering other specified information in determining eligibility, rates or premiums for a motor vehicle liability insurance policy. Permits an insurer, under specified circumstances, to consider an abstract of an individual's nonemployment driving record when evaluating the individual's application to obtain or renew motor vehicle liability insurance. Prohibits an insurer from using credit history to determine eligibility, rates or premiums for motor vehicle liability insurance. Takes effect on the 91st day following adjournment sine die.

Enacts the School Psychologist Interstate Licensure Compact. Prescribes that the purpose of the Compact is to facilitate the interstate practice of school psychology in educational or school settings. Describes the rights and responsibilities under the Compact.

[ Directs the Oregon Health Authority to provide flexible and innovative home and community-based services and supports through the medical assistance program to children and youth that have a serious emotional disturbance. ] Directs the Oregon Health Authority and the Department of Human Services to disregard parental income when determining a child's eligibility for medical assistance if the child has a physical disability or chronic illness that requires a hospital or nursing home level of care [ or the child meets the level of care criteria for admission to a facility providing psychiatric services to individuals under 21 years of age. Directs the authority or the department to notify the parents of a child found eligible for medical assistance based on a disregard of parental income that the disregard constitutes parental consent for an education provider to be notified that the child receives medical assistance and to bill for the cost of school-based health services ]. Directs the authority to prescribe the level of care criteria for admission to a facility providing psychiatric services to individuals under 21 years of age. Provides that individuals who meet those criteria are eligible for medical assistance. Directs the authority to seek any necessary federal approval. Becomes operative on the date that notice of federal approval is received. Declares an emergency, effective on passage.
