Provides insured with cause of action for insurer's unfair claim settlement practices, other than practices related to settling workers' compensation or medical malpractice claim. Provides that insured may not bring action against attorney in attorney's personal capacity for act or practice that attorney undertakes on behalf of insurer, insured, beneficiary or other person in advising, presenting or negotiating insurance claim.

Clarifies meaning of "because of age" in employment discrimination law. Designates as unlawful employment practice for employer to seek age of applicant prior to completing initial interview or making conditional offer of employment and to include certain words or phrases in job application that suggest age preferences. Permits employer to seek age of applicant under certain circumstances. Removes provision that includes apprentices within scope of unlawful employment discrimination statute.
Directs Oregon Health Authority to modify amounts of grants for school-based health centers for inflation. Directs authority to select 10 school districts or education service districts to receive school-based health center planning grants. Directs authority to study methods for providing or increasing reimbursement for mental health services delivered through school-based health centers. Directs Department of Education to select 10 school districts or education service districts ] recipients to receive grants to implement programs that use community-driven, trauma-informed and community school approaches to develop wraparound service delivery hubs to improve educational outcomes . Establishes Universal Health Plan Governance Board and directs board to create comprehensive plan for implementing Universal Health Plan beginning in 2027 ]. Declares emergency, effective on passage.
Establishes youth advisory council. Prescribes membership and duties of youth advisory council. Directs Department of Education to establish work group to establish standards for selection process of members of youth advisory council. Sunsets work group on August 30, 2024. Establishes Medical Release Advisory Committee within State Board of Parole and Post-Prison Supervision. Specifies qualifications of members of committee. Establishes procedures by which adults in custody may apply for early medical release from custody and standards by which committee recommends release. Establishes cap on number of applications per month committee may consider until January 1, 2026. Provides for appointment of attorney upon release recommendation. Directs board to accept release recommendation of committee unless person poses danger to another person or public that outweighs compassionate reasons for release. Directs board to refer applicant to sentencing court for sentences requiring court authorization for early medical release. Establishes procedures for sentencing court to consider motion authorizing early medical release and enter supplemental judgment. Directs Department of Corrections to inform adults in custody concerning early medical release process and ensure application forms are available to all adults in custody. Authorizes department to directly refer adults in custody to committee for early medical release. Directs department to refer to committee certain adults in custody with terminal illness. Specifies release process when early medical release is ordered or authorized. Directs committee to annually report data concerning early medical release to committees of Legislative Assembly related to judiciary. Prohibits prosecuting attorney from conditioning plea offer on waiver of early medical release eligibility. Increases maximum number of board members from five to six. Takes effect on 91st day following adjournment sine die.
Authorizes governing bodies of certain public entities that own or control public building to adopt policy, ordinance or regulation or precluding affirmative defense for possession of firearms in public building and adjacent grounds by concealed handgun licensees. Provides that in prosecution for possession of firearm in building or on grounds subject to such policy, ordinance or regulation, concealed handgun licensee affirmative defense is not complete defense, but results in Class A misdemeanor conviction punishable by 364 days' imprisonment, $6,250 fine, or both.

Requires Department of Human Services to administer program to provide medical assistance to employed individuals with disabilities without regard to individuals' income or resources. Allows consideration of income when determining cost-sharing for program. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.
Requires Bureau of Labor and Industries to study issues related to working conditions of warehouse workers. Directs bureau to submit findings to interim committees of Legislative Assembly related to business and labor not later than September 15, 2024.
