Requires an investor-owned utility that sells more than two million megawatt hours of electricity in a calendar year to report to and inform the Legislative Assembly [ the activities, if any, ] of activities that the investor-owned utility has taken or is taking toward participating in a regional energy market. Excepts executive sessions and does not apply to school districts with less than 50 students.

Provides that, for the purpose of specifying the prevailing rate of wage for electrical workers, a locality is the geographical area within which each local union is the exclusive representative for the local union's membership, and the collective bargaining agreement is the collective bargaining agreement to which the local union is a party. Permits the Attorney General in response to a consumer complaint to make an investigative demand of a manufacturer that appears to have violated the Act. Specifies the contents of the investigative demand and the method of service. Subjects a manufacturer that violates the Act to a civil penalty of not more than $1,000 for each day of the violation.
