Requires the State Board of Parole and Post-Prison Supervision to study parole law in this state. Directs the board to submit findings to the interim committees of the Legislative Assembly related to the judiciary no later than September 15, 2026.
Permits a post-secondary institution of education to provide compensation to a student athlete for use of the student athlete's name, image, likeness or athletic reputation. Requires a written contract for compensation to a student athlete who is a minor by a post-secondary institution of education to include the written consent of the parent or guardian of the student athlete. Prohibits an athletic association, conference or organization from prohibiting a post-secondary institution of education from providing compensation to a student athlete.

Directs the department to submit findings to the interim committees of the Legislative Assembly related to housing not later than September 15, 2026. ] Authorizes the Housing and Community Services Department to provide grants to support tenants of publicly supported housing when the housing's affordability restrictions are terminated. Establishes the Expiring Affordable Housing Tenant Support Fund. Appropriates moneys for deposit into the fund. Declares an emergency, effective on July 1, 2025.
Directs the Oregon Department of Emergency Management to develop and implement a grant program to distribute moneys to certain counties to fund emergency preparedness coordinators. Directs the Emergency Preparedness Advisory Council to convene a Committee on County Emergency Management to study and make recommendations regarding the capacity of counties in Oregon to prepare for, respond to and recover from emergencies.
Proposes an amendment to the Oregon Constitution to establish a fundamental right to a clean, safe and healthy environment. Refers the proposed amendment to the people for their approval or rejection at the next regular general election held throughout this state.
Requires an individual or entity to obtain a certificate of need from the Oregon Health Authority before the individual or entity may establish a new hospice program or expand or relocate a hospice program into a new service area. Declares an emergency, effective on passage.
Prohibits residential landlords from using certain software to set rents or occupancy rates. Establishes statutory damages available to affected tenants or applicants. Reduces, from 15 to seven years, duration that new dwelling units are exempt from caps on residential rent increases.
Prohibits the Adjutant General from assisting or allowing the United States Department of Defense or any branch thereof to communicate with any individual or unit of the Oregon National Guard for purposes of calling the individual or unit into active service unless the active service is for a certain listed reason. Prohibits the Adjutant General from allowing an individual or unit of the Oregon National Guard to be called into active service if the call into active service results in the Oregon National Guard being incapable of responding to a statewide emergency. [ Directs that an Adjutant General be immediately dismissed for violations of the Act. ].
Sets maximum matching fund requirements for state grants to small incorporated cities for capital construction and municipal infrastructure. Takes effect on the 91st day following adjournment sine die.
Makes an owner and a direct contractor jointly and severally liable in a civil action for any unpaid wages owed to the unrepresented employees of the direct contractor and subcontractors at any tier. Provides the statute of limitations for actions regarding recovery for unpaid and overtime wages. Requires subcontractors to provide certain payroll records and other information to the owner or the direct contractor, upon request. Permits the owner and the direct contractor to withhold payment to a subcontractor in certain circumstances.
