Requires diesel fuel that retail dealers, nonretail dealers and wholesale dealers sell or offer for sale in this state to contain at least five percent biodiesel during period that begins on October 2 of each year and ends on March 31 of following year and to contain at least 20 percent biodiesel during period that begins on April 1 and ends on October 1 of each year.
In addition to required county delegates, permits state central committee of political party to include as voting member any additional individuals designated by party. Declares emergency, effective on passage.
Directs Oregon Criminal Justice Commission to establish, in collaboration with Department of Corrections, Family Preservation Project pilot program at Coffee Creek Correctional Facility. Provides that program shall be administered by YWCA of Greater Portland. Specifies goals of program and services that may be provided. Requires commission to perform analysis of program and report results of analysis to Legislative Assembly beginning September 15, 2024, and every two years thereafter. Appropriates moneys to Oregon Criminal Justice Commission for distribution to YWCA of Greater Portland for purposes of program. Sunsets program on January 1, 2029. Declares emergency, effective on passage.
Adds Reach Code to state building code as specialty code and gives power of administration and interpretation of Reach Code to Director of Department of Consumer and Business Services. Requires director of Department of Consumer and Business Services ] to follow same process in adopting or amending Reach Code that director follows in developing residential and commercial building codes and to ensure that statewide Reach Code mandates achievement of not more than 90 percent of site energy use that other statewide residential and commercial building codes require. Requires director to adopt Reach Code not later than October 31, 2021, and at same time director adopts corresponding residential specialty code or corresponding structural specialty code, updating Reach Code at least every three years. Permits municipality to adopt Reach Code and require adherence to code as minimum construction standard and method within municipality's jurisdiction notwithstanding requirement that state building code be uniform and applicable to all municipalities in state. Provides that municipality's adoption of Reach Code is not amendment to state building code and does not require approval of director. Provides that municipality that does not adopt Reach Code does not need to enforce Reach Code within municipality's jurisdiction. Declares emergency, effective July 1, 2021.
Requires Oregon Health Authority to provide grant to organization for purpose of conducting outreach to citizens of island nations in Compact of Free Association residing in Oregon to enroll citizens of island nations in Compact of Free Association in medical assistance. Declares emergency, effective on passage.
Increases maximum amount of tax credits for certified film production development contributions that may be certified for fiscal year for all taxpayers. Applies to fiscal years beginning on or after July 1, 2021. Takes effect on 91st day following adjournment sine die.
Authorizes public utility to seek rate recovery for operating expenses and capital costs associated with resiliency measures from retail electricity consumers or natural gas consumers . Directs Public Utility Commission to establish voluntary emission reduction program for public utilities that furnish natural gas. Authorizes electric company to include as part of portfolio of rate options, program of rates or charges reflecting costs of serving retail electricity consumers within boundaries of local governments with electricity derived from renewable energy sources or paired with unbundled renewable energy certificates. Requires Public Utility Commission to allow recovery of certain social and environmental costs from retail electricity consumers receiving electricity from electricity service suppliers. ] Modifies certain laws related to competitive retail market for electricity. Requires responsible contractor labor standards for ] in construction or repowering of large-scale renewable energy generation or storage facilities or large-scale renewable natural gas processing facilities .
Requires health benefit plans to cover fertility and reproductive endocrinology services.
