Relating to entrepreneurial ecosystem development programs located outside Metro; declaring an emergency.

Modifies requirement that start-up businesses that may be assisted by regional collaboration facilitated by Oregon Business Development Department have as purpose commercialization of university-based or university-assisted research ] academic activities and increasing number, and ensuring retention, of such businesses. Appropriates moneys to Oregon Business Development Department for direct distribution pro rata to Oregon State University Advantage Accelerator (OSU Advantage) and Regional Accelerator & Innovation Network (RAIN Eugene) and requires equal match. Provides that start-up businesses assisted with appropriated moneys must be traded sector businesses or businesses with traded sector potential, with stated exceptions. Requires OSU Advantage and RAIN Eugene each to submit report to interim legislative committees related to economic development on or before September 15, 2020, setting forth specified metrics related to their assistance to start-up businesses. Declares emergency, effective on passage.

Relating to manufactured dwelling parks; prescribing an effective date.

Authorizes Housing and Community Services Department to provide grants to nonprofit to develop infrastructure for new manufactured dwelling park in Springfield, Oregon. Appropriates moneys to Manufactured Dwelling Parks Account for grants. Sunsets program June 30, 2023. Renames Mobile Home Parks Purchase Account to Manufactured Dwelling Parks Account. Expands allowable uses of account to support infrastructure for new manufactured dwelling parks, to support displaced individuals from closed parks and to supplement new manufactured dwelling park grants to nonprofit. Requires Housing and Community Services Department to submit report to Legislative Assembly on grants by December 15, 2020. Takes effect on 91st day following adjournment sine die.

Relating to licensed health care providers; prescribing an effective date.

Requires physician assistants who practice medicine full-time to receive eight hours of supervision each month. Requires physician assistants who practice medicine less than full-time to receive supervision on prorated basis. Prohibits insurer offering health benefit plan from denying or discounting reimbursement for certain primary care or specialty service to certain licensed health care providers. Takes effect on July 1, 2019.

Relating to coordinated care organizations; declaring an emergency.

Directs Public Employees' Benefit Board and Oregon Educators Benefit Board to establish pilot program allowing public employees to obtain health services from coordinated care organizations. Directs Public Employees' Benefit Board, Oregon Educators Benefit Board, Oregon Health Authority and Department of Consumer and Business Services to establish pilot program to consolidate health care coverage under health benefit plans offered by boards with coverage under state medical assistance program. Specifies requirements for pilot program. Requires authority and department to report on pilot program to committees of Legislative Assembly related to health care in 2021, 2023 and 2025. Relating to primary care providers.

Requires insurer that credentials one primary care provider who is part of medical group to credential all primary care providers in same medical group if they are licensed or certified and in good standing with their licensing boards. Requires insurer to reimburse all primary care providers within medical group at same rate unless variance is based on published performance standards. Defines "primary care" and "primary care provider."
