Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities if student meets other tuition equity requirements ] and is eligible to receive state and university scholarships or other financial aid . Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid . Requires Oregon Health Authority to compile health care expenditure report concerning expenditures related to medical assistance, Medicare, commercial insurance and self-insurance. Specifies data that must be reported.
Establishes Medical Marijuana Patient Access Committee to study and recommend methods to reduce barriers to accessing medical marijuana and to advise Oregon Health Authority on issues related to accessing medical marijuana. Directs authority to issue permanent registry identification cards to certain persons. Allows authority to increase or waive possession limits on marijuana plants and usable marijuana for certain registry identification cardholders. Limits registry identification card application fee to $60. Requires authority to approve or deny application for registry identification card within specified number of days for certain applicants. Prohibits professional licensing board from denying or revoking authorization to provide occupational or professional service solely because authorization applicant or holder is registry identification cardholder. Declares emergency, effective on passage.
Clarifies that Oregon vehicle dealers selling or trading otherwise taxable motor vehicles to other Oregon vehicle dealers for resale are not liable for motor vehicle dealer privilege tax on such sales or trades. Provides that such vehicle dealers are exempt from requirement of obtaining resale certificate to prove sale or trade is exempt from privilege tax. Takes effect on 91st day following adjournment sine die.
Requires Oregon Liquor Control Commission to establish advisory committee to assist commission in determining requirements for wine labeled as single-variety wine grown within American Viticultural Area located in Oregon. Requires commission to consider advisory committee recommendations and to adopt rules establishing requirements for wine labeled as single-variety wine grown within American Viticultural Area located in Oregon. Requires commission, after opportunity for advisory committee comment, to identify mechanisms to educate in-state and out-of-state wine producers about rules and to enforce rules. Sunsets advisory committee January 2, 2023. Requires commission to report to Legislative Assembly no later than February 28, 2020, regarding progress toward development of advisory committee recommendations, adoption of rules and development of education and enforcement mechanisms. Requires health benefit plan to reimburse cost of covered telemedicine health service provided by health professional licensed or certified in this state if same health service is provided in person.
Establishes standards for establishment of farm cafes on lands zoned for exclusive farm use. Requires Oregon Health Authority to review land use compatibility statement before licensing farm cafe. Authorizes authority to revoke, deny or suspend license upon certain violations of land use conditions.
Directs Public Employees' Benefit Board and Oregon Educators Benefit Board to establish pilot programs allowing public employees who live in geographic area served by Eastern Oregon Coordinated Care Organization to obtain health services from Eastern Oregon Coordinated Care Organization.

Appropriates moneys to Oregon Business Development Department to make grants to nonprofit corporations for purpose of hiring staff to coordinate activities related to organization, administration and programming of innovation districts. Defines "innovation district" as innovation ecosystem consisting of certain economic, physical and networking assets. Sets forth further mandatory criteria for innovation district to which nonprofit corporation's grant application relates. Declares emergency, effective on passage.
