Establishes Indian Health Scholarship Program to provide free tuition and fees for qualifying Indian health profession students in exchange for student commitment to work at tribal service site after graduation. Appropriates moneys for 2021-2023 biennium to Oregon Health and Science University for purpose of administering Indian Health Scholarship Program. Declares emergency, effective July 1, 2021.

Requires that declarations and extensions of states of emergency under certain statutes be accompanied by written explanations. Establishes durational limits for states of emergency declared under certain statutes. Provides that certain extensions of states of emergency may be made only if Governor first convenes Legislative Assembly. Provides that emergency rules and orders expire upon termination of state of emergency. Provides that, after termination of state of emergency, Governor may not declare another state of emergency for same purpose unless so authorized by Legislative Assembly. Takes effect on 91st day following adjournment sine die.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Directs Oregon Health Authority, in collaboration with Department of Consumer and Business Services, Public Employees' Benefit Board and Oregon Educators Benefit Board, to design health benefit plans to offer to public employees in 2023 plan year. Directs department to contract with insurer to offer plans to public employees, local governments, special districts and employers with 25 employees or less and to individuals and families in Oregon through health insurance exchange. Sunsets January 2, 2024. Declares emergency, effective on passage.

Applies to high school diplomas awarded on or after January 1, 2026.
