Establishes Rural Traffic Safety Grant Fund to provide grants to rural cities for installation and improvement of traffic control devices and crosswalks. Appropriates moneys from General Fund to Department of Transportation for deposit in Rural Traffic Safety Grant Fund. Declares emergency, effective July 1, 2023.
Creates income tax credit for subscriptions to media news outlets and donations to certain journalism organizations. Prohibits person from falsely advertising availability of tax credit. Allows Department of Revenue to impose civil penalty for violation. Applies to tax years beginning on or after January 1, 2023, and before January 1, 2029. Takes effect on 91st day following adjournment sine die.
Establishes COFA Food Assistance Program to provide nutrition assistance to COFA citizens who would qualify for Supplemental Nutrition Assistance Program benefits but for their immigration status and who have incomes at or below federal poverty guidelines.
Defines "victim" for purposes of release of sex offender information by Department of State Police.
Directs Oregon Business Development Department to develop and administer matching grant program to assist rural cities in financing infrastructure projects for other than transportation-related infrastructure, including facilities for water service, sewer service, water and sewer treatment or waste management and other infrastructure necessary for maintenance of community health, hygiene, sanitation and livability.
Increases statute of limitations for first degree sex crimes to 20 years after commission of crime or, for minor victim, any time before victim attains 30 years of age, whichever occurs later.
Aligns criteria for alteration, restoration or replacement of a dwellings on lands zoned for forest use consistent with criteria applicable to dwellings on lands zoned for farm use. Makes permanent temporary changes made in 2013 to laws authorizing alteration, restoration or replacement for dwellings on lands zoned for exclusive farm use.
Requires electric companies to reimburse qualified customers up to $250 for purchase price of backup power source when power shutoff is likely to occur and power shutoff will likely last for eight or more hours. Requires customer to demonstrate reliance on medically necessary device that uses power or onsite water pump as primary water source, and household income at or below 200 percent of federal poverty guidelines to qualify for reimbursement.
Allows taxpayer to fully depreciate, over two tax years, property that shows demonstrable reduction in carbon emissions. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.
