Increases the exempt amount and the filing threshold for purposes of the corporate activity tax as applicable to homebuilding contracts. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
For the part of the state located in the Pacific Time Zone, abolishes the annual one-hour change in time from standard time to daylight saving time and maintains the Pacific Time Zone portion of Oregon on standard time for all 12 months of the calendar year, if California and Washington make the same change within the next 10 years. Restores current time standards if California and Washington do not make the standard time change within 10 years.
Directs the Department of State Police to release information about level two sex offenders on the website maintained by the department. Declares an emergency, effective on passage.
Permits a child's parent or guardian to admit the child, with or without the child's consent, to an inpatient treatment facility or program licensed by the Oregon Health Authority or the Department of Human Services for certain mental, emotional or behavioral health or substance use disorder treatment. Requires an initial assessment of the child and periodic reviews supporting the necessity of inpatient treatment. Prohibits the facility or program from declining to admit the child solely based on the child's unwillingness to consent to admission. Provides a process for a child who is 14 years of age or older to request review of the admission decision. Directs the licensing agency of the facility or program to adopt rules for the review of admission decisions. Creates exceptions. Directs the department, in consultation with the authority, to make written materials available regarding resources for families seeking mental, emotional or behavioral health treatment, or substance use disorder treatment, for minor children.
Directs the Department of Early Learning and Care to establish and implement a child care provider incentive program. Establishes the Child Care Provider Incentive Fund. Takes effect on the 91st day following adjournment sine die.
[ Directs the Oregon Health Authority, for contracts entered into between the authority and a coordinated care organization, to establish terms and conditions designed to achieve transformational changes to maternal and infant health. ] Requires the Oregon Health Authority and coordinated care organizations to develop and implement a whole-person maternal health model for medical assistance recipients. Requires coordinated care organizations to partner with Early Learning Hubs and federally qualified health centers in adopting community health improvement plans. [ Directs the authority to require coordinated care organizations to spend a portion of any bonus payment on value-based payments to maternal health or early childhood providers. ] Directs the metrics and scoring subcommittee of the Health Plan Quality Metrics Committee to [ develop health equity milestones for pregnancy and early childhood ] consider the need to prioritize equity-focused health outcome and quality measures relating to pregnancy and early childhood . [ Extends the term of a contract entered into between the authority and a coordinated care organization to 10 years and directs the authority to review a coordinated care organization's performance after the initial five years. ] Takes effect on the 91st day following adjournment sine die.
Proposes an amendment to the Oregon Constitution to remove the provision that disqualifies a member of the Legislative Assembly from holding office for the term following the election after the member's current term is completed if the member fails to attend 10 or more legislative floor sessions without permission or excuse. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
